Kosachev Konstantin Iosifovich is the Russian statesman, the diplomat, the head of the Federal agency on affairs of the CIS, the compatriots living abroad and on the international humanitarian cooperation (Rossotrudnichestvo).

The special representative of the President of the Russian Federation on communications with the State Parties of the CIS.

Biography

Was born on September 17, 1962 in the settlement of Mamontovka of the Moscow region, Russia.

Education

1984 - with honors graduated from the Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the USSR in "The international relations".

1991 - graduated from faculty of advanced training of Diplomatic academy MFA of the USSR.

Scientific degree

Candidate of Law Sciences.

Thesis: "Concept of development of international law in the field of fight against nuclear terrorism" (2003).

Career

Was a translator. Worked at different diplomatic positions in central office and foreign institutions of the Ministry of Foreign Affairs of the USSR and Russia.

Since 1991 - the first secretary of Embassy of the Russian Federation in Sweden.

Since 1994 - the adviser of Embassy of the Russian Federation in Sweden.

Participated in a number of the international conferences on questions of the European security and disarmament. Entered into group of advisers to the Minister of Foreign Affairs of the Russian Federation. The MFA of Russia was an associate director of the 2nd European department,[1] was responsible for implementation of the Russian foreign policy on the North European direction].

Since May, 1998 - the adviser, then the assistant for international issues of the Russian Prime Minister (in Sergey Vladilenovich Kiriyenko, Evgeny Maksimovich Primakov, Sergey Vadimovich Stepashin's devices).

Held a position of the deputy manager of the secretariat Russian Prime Minister S.V. Stepashin.

On December 19, 1999 - December, 2003 - the deputy of the State Duma of Federal Assembly of the Russian Federation of the third convocation, the first deputy head of Fatherland-All Russia fraction, the vice-chairman of Committee on the international affairs, the member of the commission on rendering assistance to the Federal Republic of Yugoslavia in overcoming effects of aggression of the North Atlantic Treaty Organization, the member of the commission concerning agreement performance between the Russian Federation and the United States of America about restriction of the systems of missile defense of May 26, 1972 (The agreement on the missile defense), the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and the conclusion of the new agreement on further reduction and restriction of strategic offensive arms (Agreement START-3).

2003 - 2007 - the deputy of the State Duma of Federal Assembly of the Russian Federation of the fourth convocation from a batch United Russia. The Chairman of the State Duma Committee on the international affairs.

On December 2, 2007 - it is elected the Deputy of the State Duma of the RF Federal Assembly of the fifth convocation. The Chairman of the State Duma Committee on the international affairs.

On December 4, 2011 - it is elected the deputy of the State Duma of Federal Assembly of the Russian Federation of the sixth convocation. Vice-chairman of the State Duma International Affairs Committee.

On March 5, 2012 - it is appointed the head of the Federal agency on affairs of the Commonwealth of Independent States, the compatriots living abroad and on the international humanitarian cooperation and the special representative of the President of Russia on communications with the State Parties of the CIS[2].

Social and political activity

On November 26, 2010 - in The Vis-a-vis with the World program of radio "Voice of Russia" supported consolidation of North and South Korea at which North Korean leaders should obtain guarantees of personal security, security accreditation of their relatives and their families[3].

2011 - in Lipetsk urged Transnistria to replace the management with Onforume, to refuse independence and to be a part of Moldova[4].

November, 2011 - expressed opinion that the European currency Union (eurozone) will leave: Greece, Hungary, Portugal, Ireland, Spain, Italy and Latvia, as at these countries a huge public debt[5].

Opposes ratification of the 20th article of the Convention of the UN by Russia against corruption. Considers that the 20th article contradicts the 49th article of the Constitution of the Russian Federation and is capable to deprive millions of citizens of Russia of a presumption of innocence.
