Was born on January 11, 1950 in Ukraine.

In 1974 graduated from the Kiev polytechnical institute majoring in "The production technology of welding materials". Began work at the Oryol steel-rolling plant in 1974 as the master of electrode workshop.

Further worked as the chief of technology bureau, the chief of electrode workshop, the technical director, the CEO of JSC OSPAZ. In 1995 completed a training course in Bekart Belgium company.

Since 1998 held a position of the director of production of Mezhgosmetiz Ltd and same year headed Board of Directors of JSC Mtsensk Plant Tekmash which was renamed afterwards into JSC Mezhgosmetiz-Mtsensk.

Since 2000 holds a post of the CEO of JSC Mezhgosmetiz-Mtsensk.

"When I headed JSC Mezhgosmetiz-Mtsensk in 2000 it was on the verge of bankruptcy. The decision on diversification of production was made the production of high-quality welding materials is begun, to do what I know and what I am engaged all life in. My purpose and teams of specialists with which I work to create leading company of Russia on release of all types of welding materials. For today we the largest issuer of a welding copperplated wire. In Mezhgosmetiz-Mtsensk I feel not only a part of collective, but also his leader. My main task to gather a team and to organize its effective work, to formulate jointly tactics and the development strategy of the company. Success of our company consists in production of materials on quality at the level of world which our Russian competitors do not have. For this purpose we are in permanent search of the innovative ideas".

In 2004-2005 completed a training course at the International institute of management of "LINK".

11/23/2009 Decree No. 1335 of the President of the Russian Federation Dmitry Anatolyevich Medvedev the CEO of JSC Mezhgosmetiz-Mtsensk Vladimir Petrovich Kostyuchenko is awarded with the Medal of the Order "For Merit to the Fatherland" of the II degree. He is married, has two daughters and the son.
