Kovalyov Oleg Ivanovich

Kovalyov Oleg Ivanovich is the governor of the Ryazan region (it is chosen for a period of October 19, 2012 till October 19, 2017).

Biography

Was born on September 7, 1948 in Krasnodar Krai, Russia.

1967: Military Service

1967 - 1969 - underwent conscription service in the Soviet Army.

1971 - graduated from the Saratov mounting technical school of Minmontazhspetsstroy of the USSR.

1984 - in absentia graduated from the Rostov construction institute majoring in "Industrial and civil engineering".

After the end of study it was distributed for work in Spetszhelezobetonstroy trust of Minmontazhspetsstroy of the USSR.

Took part in construction of the Volga combined heat and power plant, Kashira GRES, the Arkhangelsk PPM, Norilsk MMC.

January - - worked October, 1986 in trust Mosoblselstroy No. 4.

1986 - 1991 - the Kashira-agropromstroy trust of Kashirsky agrarian and industrial Complex of the Ministry of Agriculture of RSFSR headed.

1991: The head of administration of the area in the Moscow region

1991 - the resolution of the head of administration of the Moscow region it was appointed the head of administration of Kashirsky district.

1995 - at State Duma elections of the second convocation moved forward the movement "Our House Russia" the candidate on the Kolomna constituency No. 106. It was not chosen.

March, 1996 - is elected by the head of the municipality Kashirsky district.

1999: Deputy of the State Duma

On December 19, 1999 - at State Duma elections of the third convocation it was elected by the deputy according to the federal list of an electoral bloc "The interregional movement "Edinstvo", was a member of Edinstvo fraction.

On January 26, 2000 - January, 2002 - was the vice-chairman of Committee on questions of local government.

April, 2001 - was a part of the deputy interfractional group "European Club".

On May 16, 2001 - was the vice-chairman of the commission on geopolitics.

On January 25, 2002 - the Chairman of the Committee according to Regulations and the organization of work of the State Duma.

Was an authorized representative of Vladimir Putin at presidential elections of 2000.

2003: Re-election by the deputy of the State Duma

On December 7, 2003 - at State Duma elections of the fourth convocation it was elected the deputy according to the federal list of electoral association "the Batch Unity and Fatherland - United Russia", was a member of United Russia fraction.

On January 16, 2004 - the Chairman of the Committee according to Regulations and the organization of work of the State Duma.

Since April, 2006 - enters into editorial council of the social and political magazine "Soyuznoye Gosudarstvo".

2007: Re-election by the deputy of the State Duma

On December 2, 2007 - at State Duma elections of the fifth convocation it was elected the deputy as a part of the federal candidate list which is put forward by the United Russia Party was a member of United Russia fraction.

On December 24, 2007 - the Chairman of the Committee according to Regulations and the organization of work of the State Duma.

2008: Appointment as the governor of the Ryazan region

March 11, 2008 - The President of Russia Vladimir Putin made Oleg Kovalyov's nomination for a statement for a post of the governor of the Ryazan region.

On March 14, 2008 - deputies of the Ryazan region duma Oleg Kovalyov was approved as the governor of the Ryazan region.

On April 12, 2008 - inauguration took place.

On June 17, 2010 - participated in a ceremony of opening of the new enterprise in Ryazan for production of food under the Noodles trademark^[1].

2011: Annual income of 5.04 million rub

Income for 2011 was 5.04 million rubles.

Including on a principle place of employment the governor received nearly 3.23 million rubles, and his work pension was nearly 148 thousand rubles.

Income from deposits in banks and other credit institutions brought to Kovalyov 163 thousand rubles. Besides in 2011 the governor sold the car for which he gained 1.5 million rubles.

On October 28, 2011 - participated in the celebrations devoted to Day of workers of agriculture and processing industry^[5].

On November 16, 2011 - participated in the VI congress of Council of municipal entities of the Ryazan region in Sasov^[6].

2012: Re-election for a post of the governor of the Ryazan region

On July 11, 2012 - on own initiative ahead of schedule resigned for participation in direct elections and the acting governor of the Ryazan region was appointed.

On October 14, 2012 - it was re-elected by citizens of the Ryazan region for the second term, won in the first round, having collected 64.43% of votes.

On October 19, 2012 - the inauguration in the building of the Ryazan state drama theater was held.

2017: Resignation from the governor's post

In February, 2017 the governor of the Ryazan region Oleg Kovalyov submitted the application for early abdication addressed to the president Vladimir Putin.

"I filed a resignation addressed to the president a little more than a week ago. When it is considered, I do not know. But I want to thank all of you for joint work, first. Secondly, I want to wish that you also responsibly and fairly worked under the leadership of the new governor", - Kovalyov at a meeting of the regional government noted.

• 1997 - Medal "In Commemoration of the 850th Anniversary of Moscow".

• February 28, 1997 - The honored builder of the Russian Federation - for merits in the field of construction and long-term honest work.

• August 5, 2002 - The Order of Friendship - for merits in strengthening of legality and law and order, vigorous legislative activity and long-term fair work.

• October 6, 2005 - An order "For Merit to the Fatherland" 4th Class - for active participation in legislative activity and long-term fruitful work.

• May 26, 2008 - An order "For Merit to the Fatherland" 3rd Class - for merits in legislative activity, strengthening and development of the Russian statehood^[7].

Hobbies

"I like to play big tennis. In general, I love sport, I support Moscow Dynamo in all types. Now and for Ryazan, of course! I read books also serious - Karamzina, Machiavelli and when it is necessary to release the head and lungs - detectives for example. With age fell in love with classical music, with pleasure I go to concerts of our Ryazan symphonic orchestra. But "fan" I Russian national songs, especially Cossack. Though sometimes I listen to pop music with pleasure. Rest for me is a reading, travel, sport. Recently - the Internet where I monitor news, I get acquainted with opinions of authoritative people. I love and know how to cook - who tried, it is pleasant to all. Very much I worry about those who smoke, drinks: these defects do harm to the person and society. I do not love a lizoblyudstvo. As all normal people, I condemn cynicism, I am eager profits, greed, deception, treachery. I love clever and fair people"^[8]
