2025: Arrest in Bashkiria
At the end of August 2025, the Leninsky District Court of Ufa placed the brothers Azamat and Arslan Kuvatov, suspected of organizing a criminal community for the illegal circulation of means of payment, under house arrest. According to investigators, the group transferred abroad the income of fraudulent call centers, illegal online casinos and crypto exchanges in the amount of over ₽3 billion in 2025 alone.
According to Kommersant, the investigation was launched by operatives of the Department of Economic Security and Anti-Corruption of the Regional Ministry of Internal Affairs. After establishing the scale of fraud, employees of the GUEBiPK of the Ministry of Internal Affairs of Russia, the FSB in Bashkiria joined the work, and the Rosgvardia provided power support.
According to law enforcement agencies, the criminal community totaled about 20 participants and has been functioning since 2023. The organizers rented several office premises in the central part of Ufa to accommodate the operating base of illegal activities.
The attackers posted ads to attract droppers - individuals who provide bank cards for financial transactions. Ordinary performers made transfers of funds around the clock on customer orders.
The main customers were fraudulent call centers, illegal online casinos and crypto exchanges, which, through fake cards, withdrew income from shadow activities to accounts in crypto wallets. The group also conducted illegal processing operations on the electronic platforms TradeMO, Gate and PayTop.
The remuneration of participants ranged from 1.5% to 15% of the amount of funds transferred, depending on the volume of the transaction. According to preliminary estimates of the investigation, the organization's earnings exceeded ₽50 million for incomplete 2025.
Law enforcement agencies conducted 11 searches of the places of residence of the organizers of the criminal scheme and in rented offices. During the investigation, specialized equipment and five laptops for financial transactions were seized.[1]
