Former head of the sector of information technologies RN-Volgograd.

2017: Criminal case because of software for a fuel incomplete filling at gas station

In June, 2017 the prosecutor's office of the Volgograd region announced investigation of criminal case concerning a number of employees RN-Volgograd, crime suspects according to Part 2 of Articles 273 of the Criminal Code of the Russian Federation (use of harmful computer programs made by organized group, from mercenary interest)[1].

Among suspects are connected to the case being the deputy director RN-Volgograd which name is not told, and the ex-head of the sector of information technologies of the same company Alexander Kuzmin.

Investigation showed that from May, 2012 to May, 2016 the deputy director RN-Volgograd entered into collusion with other employees of the enterprise for the purpose of receiving illegal profit on implementation in work of RN-Volgograd gas Station of the "harmful computer program" allowing to perform systematically an incomplete filling of the released oil products at the rate from 4% up to 6% and also to implement the formed excesses of oil products bypassing cash accounting.

On the website of the Volgograd regional court follows from the publication that Aleksandra Kuzmina suspect of the organization of work of this computer program on objects RN-Volgograd[2].

The Management of FSB across the Volgograd region which stopped this activity is engaged in legal investigation.

The suspected former deputy directors and the Chief information officer of the company were initially defined to take into custody as a measure of restraint. Attempt to appeal against this solution through court for the deputy director failed. In turn, the Chief information officer court achieved house arrest.

Frauds with a fuel incomplete filling at gas stations of Rosneft become a reason for investigation not for the first time. In 2009 and 2013 law enforcement agencies announced investigation of similar cases in Samaranefteprodukt and Saratovnefteprodukt (are a part of Rosneft). Then it was talked of making changes in the equipment which is responsible for work of fuel and distributing columns of gas station, and program changes in control systems of sales and accounting of fuel[3].
