2025: Recovery of ₽1,5 billion by the court of the Irkutsk region

In May 2025, the Arbitration Court of the Irkutsk Region satisfied the claim of the Deposit Insurance Agency (DIA) and ordered the former general director of the Angara insurance company Larisa Frolova to pay ₽1,5 billion in damages. The decision was made in connection with the withdrawal of assets, which the head allowed during the bankruptcy of the insurance company.

According to the DIA, the basis for recovery was various operations to withdraw liquid assets from the Angara insurance company. In addition, the court decided to bring Larisa Frolova to subsidiary liability, the exact amount of which will be determined after the completion of settlements with the insurers' creditors.

The Angara insurance company was registered in the city of Bratsk and has provided insurance services since 1992 mainly in Buryatia and the Irkutsk region. The company provided a wide range of insurance services, including both compulsory and voluntary insurance - car insurance, property insurance, liability and medical risk insurance.

In 2019 Central Bank Russia , he canceled the insurer's licenses due to non-compliance with the established requirements, namely, "in connection with a violation of the procedure for investing funds of insurance reserves and own funds (capital)." A few months after the revocation of licenses, Angara received bankrupt status.

Since the company was declared bankrupt, insolvency proceedings have continued under the supervision of an interim administration appointed by the Deposit Insurance Agency. As part of the analysis of the insurer's financial activities, experts established the fact of the withdrawal of assets, which served as the basis for filing claims against former company leaders.^[1]
