Biography

She graduated from the Saratov State Academy of Law.

In 2006, she defended her thesis with the assignment of the degree "Candidate of Legal Sciences."

Since 2007, she worked as the chief legal specialist of the apparatus of the regional executive committee of the Saratov regional branch of the United Russia party. In January 2011, she was appointed the first deputy head of this committee. Since February 2012, she was the head of the executive committee of the Saratov regional branch of the United Russia party.

On November 23, 2012, by a resolution of the governor of the region, she was appointed Minister of the Region - Chairman of the Informatization committee

At the end of December 2016, Larisa Kuznetsova was relieved of her post of her own free will. The governor of the Saratov region Valery Radaev accepted her resignation in connection with the liquidation of the department, the functions of which were divided between the Ministry of Economic Development of the region and the management of government affairs. Larisa Kuznetsova continued to oversee the direction as Deputy Minister of Economic Development of the region[1].

2020: Criminal case

Referral to the courts

The Oktyabrsky District Court of Saratov will consider a criminal case against a former minister - the chairman of the committee on informatization of the region and her husband, who are accused of receiving a bribe and mediation in bribery, the Kommersant newspaper reported with reference to the Prosecutor General's Office of the Russian Federation in April 2020[2].

According to the file cabinet of the Oktyabrsky District Court of Saratov, Larisa Kuznetsova is in the case under Article st.290 part 6 of the Criminal Code of the Russian Federation (receiving a bribe), and her spouse Oleg Kozlov - under Article 291.1 part 4 of the Criminal Code of the Russian Federation (mediation in bribery)[3].

According to investigators, from September 2013 to February 2017, Kuznetsova, holding at that time the post of minister - chairman of the informatization committee, and then deputy minister of economic development of the region, received funds from the entrepreneur for his unhindered use of the premises of multifunctional centers and for patronizing his business. Her husband mediated bribery, investigators say. The amount of illegal remuneration exceeded 13.4 million rubles, according to the Prosecutor General's Office.

Larisa Kuznetsova does not admit guilt in receiving a bribe

On November 20, lawyer Elena Sergun, defending Larisa Kuznetsova in court, said that her client did not admit guilt in the crime she was charged with.

2021

Acquittal

In April 2021, the October District Court of Saratov announced the verdict in the criminal case of the former minister - chairman of the regional informatization committee Larisa Kuznetsova and her husband Oleg Kozlov, the portal Vzglyad-info said[5].

As the lawyer of the former official Elena Sergun reported from the courtroom, the judge issued an acquittal and found the spouses not guilty of committing crimes under Part 6 of Art. 290 of the Criminal Code (receiving a bribe by an official) and part 4 of Art. 291.1 of the Criminal Code (mediation in bribery).

The court motivated its decision by the absence of an event of crime.

Return to work in the Saratov Government

Larisa Kuznetsova, Deputy Minister of Economic Development of the Saratov Region, plans to return to work in the regional government from June 2, the Saratov portal Vzglyad-info said in May 2021. Annulment of acquittal

On June 24, the Saratov Regional Court overturned the court's decision on the acquittal of Larisa Kuznetsova and her husband Oleg Kozlov and sent the case for a new consideration. After the cancellation of the acquittal, Larisa Kuznetsova resigned from the regional government[8].

Re-examination of the criminal case

On July 27, 2021, the Oktyabrsky District Court of Saratov began a re-examination of the criminal case of the former minister - chairman of the regional government's informatization committee Larisa Kuznetsova and her husband Oleg Kozlov, the Saratov portal[9]. As part of this criminal case, initiated 5 years ago, Larisa Kuznetsova was accused of receiving a bribe (part 6 of article 290 of the Criminal Code of the Russian Federation), and Oleg Kozlov - of mediation in bribery (part 4 of article 291.1 of the Criminal Code of the Russian Federation ).

According to investigators, from September 2013 to February 2017. The remuneration was intended for the unimpeded performance of his activities in the premises occupied by the MFC.

The acquittal of the official in April was dissatisfied with the prosecutor's office and filed an appeal. As a result, the judicial board, having examined the materials and the submission, quashed the acquittal and sent the case for new consideration.

Earlier, during the debate in the first instance, the prosecutor requested 10 years of a general regime colony for Larisa Kuznetsova, and 10 years of strict for Oleg Kozlov, with a ban on holding certain posts for five years and a multimillion-dollar fine.

Elena Sergun, a lawyer for Larisa Kuznetsova, told the Vzglyad-info portal that the indictment was announced on July 27, and that the defendants did not fully plead guilty.

2022:10 years in prison for bribes

At the end of January 2022, the former minister - chairman of the committee on information policy of the Saratov region Larisa Kuznetsova was sentenced to 10 years in a penal colony. She was accused of receiving illegal remuneration from individual entrepreneurs for more than 11 million rubles (part 6 of article 290 of the Criminal Code of the Russian Federation), and her spouse Oleg Kozlov (sentenced to 8 years in prison) - of mediating the transfer of a bribe (part 4 of article 291.1 of the Criminal Code of the Russian Federation).

The Oktyabrsky District Court of Saratov also imposed fines on spouses, a total of 46.7 million rubles - 11.7 million rubles to Kuznetsova and 35 million rubles (three times the amount of a bribe) to her spouse Oleg Kozlov. Kuznetsova's execution of the sentence in terms of imprisonment was delayed for 10 years, because she has a minor child in her care. The wife was taken into custody in the courtroom.

Earlier, the spouses were acquitted, but the prosecutor's office achieved the abolition of the sentence in the regional court. As a result, the October court satisfied the demands of the prosecution. The first acquittal was for the absence of a crime event, nothing new appeared in the case. During the eight months of the trial, we said that the adversarial process was being violated, and the case was being considered with a frankly accusatory bias. We constantly pointed out procedural violations: a criminal case was not even opened against Oleg Kozlov. He appeared in the case of Larisa Kuznetsova as an intermediary, after which he was charged. But the court does not pay attention to this, the Kommersant newspaper quoted the lawyer as saying.
