2024: Arrest on suspicion of establishing an OPS

At the end of September 2024, the Leninsky District Court of Ulyanovsk decided to detain Nurali Latypov, the founder of the Weather in the House chain of household appliances stores and the president of the regional sumo federation. The businessman is accused of creating an organized criminal community (OPS) and illegal banking activities with the extraction of benefits on an especially large scale.

According to 73online, the investigation imposes charges on Latypov under Part 1 of Art. 210 of the Criminal Code of the Russian Federation (organization of a criminal community) and paragraph "a, b" of Part 2 of Art. 172 of the Criminal Code of the Russian Federation (illegal banking by a group of persons with benefits on an especially large scale). According to the Investigative Department of the TFR in the Ulyanovsk Region, the criminal community operated in the region from 2020 to 2024.

According to law enforcement agencies, the OPS consisted of three divisions and carried out illegal banking operations, including the production of fictitious bank orders. More than a hundred legal entities and individuals were involved in illegal activities, and the total amount of illegal operations exceeded ₽2 billion.

Judge Natalya Yakovleva, appointed to the post in the summer of 2024, decided to detain Latypov for two months. In the case, another 11 people were also detained, who were elected a preventive measure not related to imprisonment.

Lawyer Alexander Paulov noted that part 1 of Art. 210 of the Criminal Code of the Russian Federation belongs to the category of especially grave crimes. The minimum punishment under this article is 12 years in prison, the maximum is 20 years, as a rule, with serving in a maximum security colony.

This is not Latypov's first clash with the law. In 2019, he already came to the attention of law enforcement agencies in the case of cashing out ₽2 million, but then the criminal prosecution was terminated, and the businessman got off with a court fine.[1]
