2026: Seizure of assets worth 2 billion rubles in favor of the state
On February 19, 2026, the Leninsky District Court of Vladivostok satisfied the claim of the Deputy Prosecutor General of the Russian Federation on the appeal to the state of the assets of the ex-deputy of the Legislative Assembly of the Primorsky Territory and the ex-rector of VGUES Gennady Lazarev. The total value of the seized property, including stakes in the shipbuilding enterprise and more than 250 real estate objects, exceeds 2 billion rubles.
According to the press service of the court, the claim was filed in the interests of the Russian Federation against Gennady Lazarev, members of his family, as well as against nine affiliated legal entities and individuals. The defendants included Irina Lazareva, Innokenty Lazarev, Lada Lazareva, Ekaterina Bayurova, Olga Buglak, Andrei Ilyin, former prosecutor of the Primorsky Territory Valery Vasilenko, as well as Sidimi, Avanta, Immobiliare, Linkom, CEN, Odyssey and a number of non-profit organizations.
The court decided to withdraw in favor of the state 26 thousand ordinary registered shares of Vostochnaya Verf JSC owned by Gennady Lazarev, and 17 thousand shares of the same enterprise registered with Tamara Leontyev.
In relation to real estate, the decisions were distributed as follows: 14 objects were seized from Irina Lazareva, 12 from Innokenty Lazarev, 2 from Lada Lazareva, 3 from Ekaterina Bayurova, 2 from Olga Buglak, and 3 from Andrei Ilyin. Former prosecutor of the region Valery Vasilenko lost 34 real estate objects.
The number of objects seized from non-profit organizations associated with the defendant:
- "Primorsky Interindustrial Center" - 7;
- "Far Eastern Center for Continuing Education" - 9,
- "Center for Education and Development" - 13.
Commercial structures collectively lost 167 objects. Among them:
- "Sidimi" (recreation center in the Khasan district) - 5;
- Avanta (hotel in Vladivostok) - 9;
- Immobiliare (Time Hotel on 33 Gogol St.) - 50;
- "Linkom" - 92;
- "CEN" - 9;
- "Odysseus" - 2.
According to Kommersant, criminal prosecution is developing in parallel with the civil lawsuit. In January 2026, the Primorye prosecutor's office approved the accusation of Gennady Lazarev of creating a criminal community, fraud and legalization of income for 80 million rubles. The case is separated into a separate proceeding.
Earlier, materials were sent to the court in relation to Valery Vasilenko, ex-director of the Eastern Shipyard Oleg Zubakhin and lawyer Yana Polivoda. Vitaly Shirokov and Sergei Kralevich are accused of attempted fraud outside the community.
Since September 2025, Lazarev has introduced a procedure for the sale of property within the framework of bankruptcy. He declared a debt of 3.1 billion rubles, the bulk of which falls on a guarantee on loans to Vostochnaya Verf to PSB.[1]
