2025: Arrest in the case of embezzlement of ₽40 million from a hospital in St. Petersburg

General Director of Orient LLC Leonid Nasybullin was detained on suspicion of large-scale fraud. He is charged with embezzlement of budget funds of St. Petersburg when concluding contracts for the supply of medical equipment for the Nikolaev hospital. The decision to arrest was made by the Petrodvortsovy District Court of St. Petersburg in early October 2025.

According to TASS, the joint press service of the courts of St. Petersburg, the suspect was charged under Part 4 of Article 159 of the Criminal Code of Russia. The preventive measure is established until November 29, 2025.

The investigation believes that Leonid Nasybullin, together with unidentified persons, made fake commercial offers. The documents indicated the inflated cost of equipment for technical re-equipment and modernization of the medical gas supply system in the state budgetary healthcare institution "Nikolaev Hospital" of St. Petersburg. The goal was to steal budget money.

On the basis of forged documents with Orient LLC, contracts were drawn up for a total of ₽94 445,871,20. The investigation found that at least ₽40 712 186 amounted to an artificially inflated cost of equipment. These funds were stolen.

In the petition, the investigating authorities emphasized the special public danger of the crime. It is associated with the theft of budget funds of the city. The stolen money was intended to pay, install and repair medical equipment. The technique is used to treat patients with respiratory system diseases and pulmonary failure, including patients with COVID-19.

Orient LLC has been operating since April 2020. The company specializes in the wholesale trade of medical equipment and equipment. Leonid Nasybullin took the position of general director in October 2024. He is the sole founder of the organization with a 100% stake.^[1]
