Ivan Linnik was born on September 30, 1958 in Troyebratka of Oktyabrsky district of the Amur region. In 1978 graduated from the Khabarovsk technical school of railway transport majoring in Wire communication. In 1986 graduated from the Khabarovsk institute of engineers of railway transport majoring in "Automatic equipment, telemechanics and communication on railway transport". In 2006 completed professional development course in the International academy of intensive education and career design. In 2009 graduated from the International institute of management of LINK at Professional Manager and Management rates.

Since 1980 - the electrician of communication at the Southern Sakhalin distance of signaling, communication and ADP equipment of the Sakhalin railroad (SAKHZHD). Since 1981 - the acting as the electrician, since 1983 - the electrician, since 1984 - the senior electrician of the line section of communication of the station Tomari Yuzhno-Sakhalinskoy of a distance of signaling, communication and ADP equipment of SahZhD. Since 1988 - the deputy chief on communication of the Southern Sakhalin distance of signaling, communication and ADP equipment of SahZhD.
