2022: Term for major fraud
In May 2022, the Gagarinsky District Court of Moscow sentenced the former head of the Russian Red Cross (RKK) Raisa Lukuttsova to four years in prison. She was found guilty of attempted fraud on an especially large scale (part 3 of article 30, part 4 of article 159 of the Criminal Code of the Russian Federation).
During the probationary period, the convict must be constantly in Moscow and be noted monthly in the supervisory body. The sentence was commuted taking into account age and due to the presence of chronic diseases in Lukuttsova.
As it was established by the court, Raisa Lukuttsova, who led the SRC for 15 years, all this time actively combined large-scale social activities with commercial ones. Back in 2008, she registered SRC Druzhba LLC and Druzhba LLC, to which SRC, under her leadership, transferred the rights to its main asset - the general therapeutic sanatorium of the same name, located on the banks of the Klyazminsky reservoir in the Mytishchi urban district of the Moscow Region, only 8 km from the Moscow Ring Road.
However, in February 2019, all Friendship was declared bankrupt. Lukuttsova went to court and asked for permission to sell the sanatorium, but she was reminded that this was possible only after satisfying the claims of creditors. Then the ex-head of the SRC decided to act independently.
Upon learning that the famous doctor was looking for a room for a private clinic, she got in touch with him and convinced him to buy Druzhba for 135 million rubles. Of these, she ordered to transfer 70 million rubles to "satisfy the claims of creditors," and 65 million rubles to her personally.
A criminal case against Lukuttsova was opened on the basis of a statement by the former chairman of the Moscow branch of the SRC, lawyer Igor Trunov. Lukuttsova is suspected of misappropriating the Druzhba sanatorium and selling his property and equipment.
Trunov wrote that Lukuttsova was detained in May 2021 when receiving a bribe of 30 million rubles. Lukuttsova in August of that year said that she knew nothing about the inspections of the Investigative Committee.[1]
