2024: Arrest on charges of taking $ ₽37 million in bribes for supplying food to hospitals
In early December 2024, the Supreme Court of Karelia left under arrest the former deputy head of Karelia for domestic policy and the ex-mayor of Petrozavodsk Vladimir Lyubarsky. Earlier, he was charged with receiving bribes in the amount of more than ₽37 million for assistance in obtaining government contracts for catering.
According to RIA Novosti, the accused received funds through an intermediary from representatives of a commercial enterprise providing catering services to healthcare institutions in Karelia.
According to the investigation, in the period from 2017 to 2022, Lyubarsky assisted the company in obtaining unreasonable advantages when concluding and executing state contracts with medical institutions for organizing medical nutrition.
Vladimir Lyubarsky served as head of Petrozavodsk from May 2021 to June 2023. Before being appointed to this position from 2017 to 2021, he worked as deputy head of Karelia for domestic policy.
Previously, the accused served in the bodies of the Ministry of Internal Affairs of Karelia from 1991 to 2003 and from 2006 to 2008, has the rank of police major. From 2003 to 2006 he worked in the republican department of the State Drug Control, and from 2009 to 2017 - in the FSSP of Karelia.
A criminal case has been initiated against the former head of the city under part 6 of article 290 of the Criminal Code of the Russian Federation (taking a bribe on an especially large scale). Investigative actions are being carried out with the suspect.
In November 2023, Lyubarsky returned to Petrozavodsk after participating in a special military operation, where he was wounded. He volunteered for the SVO zone in the summer of that year, after which the deputies accepted his resignation from the post of head of the city.
The investigation decides on the choice of a preventive measure for the accused. The case is under the special control of the investigating authorities due to the high official position of the defendant.[1]
