Biography

Nikolay Lyubimov was born in 1971 in Kaluga.

Education

In 1993 with honors graduated from department of history of the Kaluga State Teacher Training college of K.E. Tsiolkovsky as "A teacher of history and socio-political disciplines" with specialization Right.
In 2001 graduated from the Moscow humanitarian and economic institute in Law.
Same year (2010) underwent advanced training based on the French-Russian Institute of Business Administration on a subject: "Strategy of development for the Kaluga region and development of an effective command for its implementation".

Career

In 1993 it is appointed the chief of the research sector of the Kaluga State Teacher Training college of K.E. Tsiolkovsky.
Since 1997 worked in Department of economy and industry at a position of the chief specialist of legal department, and then it was appointed the head of department of investments.
In 2000 headed "The central agency on registration of issues of securities of joint-stock companies".
Since 2003 - the CEO of JSC Kaluga Mortgage Corporation.
In 2004 it is appointed to the position of the Minister of Economic Development of the Kaluga region.
In 2007 it was elected the Mayor of Kaluga.
December 2010 September, 2015 — the deputy governor of the Kaluga region.
September 2011 September, 2015 — the deputy governor of the Kaluga region — the head of Administration of the Governor of the Kaluga region.
On September 13, 2015 on elections of deputies of Legislative Assembly of the Kaluga region of the VI convocation it is elected the deputy according to the party list of the United Russia.
On September 24, 2015 unanimous vote of deputies of 4 fractions it is elected the Chairman of Legislative Assembly of the Kaluga region.
On September 18, 2016 it is elected the deputy of the State Duma of the Russian Federation of the VII convocation according to the federal list from a batch United Russia (No. 4 in regional group No. 21, the Kaluga region, the Smolensk region, Tula region, the Bryansk region).
On September 23, 2016 resigned authority of the chairman of Legislative Assembly of the Kaluga region in connection with election as the deputy of the State Duma of Federal Assembly of the Russian Federation. Powers of the deputy of the State Duma are stopped on February 17, 2017.
On February 14, 2017 the decree of the President of Russia Vladimir Putin it is appointed the acting as the governor of the Ryazan region "before taking office of the person elected the Governor of the Ryazan region".
On September 10 won a victory on elections of the governor, having collected 80.16% of votes.
On September 18, 2017 entered a position of the Governor of the Ryazan region.
