Was born in Peshkunsky district of the Bukhara region (Uzbekistan).
In 1994 graduated from the Tashkent electrotechnical institute of communication majoring in "The engineer of telecommunication". Then continued training in a postgraduate study, and in 1999 the decision of Specialized council at TEIS received degree of Candidate of Technical Sciences.
Career
From 1996 to 1997 worked as the lead engineer of department of planning, upgrade and development of communication networks of Uzbektelekom concern (then JSC Makhally Telecom).
In 2000 and for 2002 worked as the chief specialist of Advisory group JSC Uzimpeksaloka.
2002 - 2008 - the head of information technology and services of the Uzbek communication agency and informatization.
In January, 2008 it is appointed the First Deputy CEO of JSC Uzbektelekom.
