2023: Arrest
On December 27, 2023, the Zamoskvoretsky Court of Moscow arrested acting Director of the Federal State Unitary Enterprise "St. Petersburg Research Institute of Vaccines and Serums and an enterprise for the production of bacterial preparations" (SPbNIIVS) Yevgeny Makovsky. The man is accused of trying to receive a bribe on an especially large scale.
SPbNIIVES is the manufacturer of the Convasel drug, a vaccine against the coronavirus COVID-19. Makovsky became and. about. Director of this enterprise in September 2023 - after the previous head of the organization Viktor Trukhin was detained on charges of embezzlement of 437 million rubles.
According to the investigation, according to the Kommersant newspaper, Makovsky tried to get a bribe of 19.25 million rubles from the general director of Rusbiopharm LLC Sergei Issers for the extension of contracts between this company and SPbNIIVES for the supply of the Convasel vaccine. As an intermediary in receiving funds, Makovsky, according to court materials, attracted Igor Rudykh, an unemployed resident of Irkutsk. However, Issers went to law enforcement.
On December 18, 2023, Rudykh was detained while trying to receive the first part of a bribe in the amount of 8 million rubles. At the same time, Makovsky was also detained. It is noted that Rudykh did not admit his guilt. At the same time, he has an outstanding conviction for attempted murder (Article 30 and part 1 of Article 105 of the Criminal Code of the Russian Federation) of his fellow traveler on the train. In 2017, Rudykh, by verdict of the Dorogomilovsky court of Moscow, received six years and six months in prison for this.
The Zamoskvoretsky court of Moscow decided to satisfy the petition of the investigator of the Investigative Committee of the Russian Federation and elect Makovsky, accused under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe on an especially large scale), a preventive measure in the form of detention until February 20, 2024. Rudykh was charged under Part 4 of Art. 291.1 of the Criminal Code of the Russian Federation (mediation in bribery on an especially large scale).[1]
2024: Sentence - 9 years in prison in bribe case
On December 23, 2024, the Golovinsky District Court of Moscow sentenced Yevgeny Makovsky, acting director of the St. Petersburg Research Institute of Vaccines and Serums, to nine years in a maximum security colony for attempted bribe-taking.
According to Interfax, the second person involved in the case, Igor Rudykh, accused of mediation in bribery, received eight years in prison in a special regime colony.
In May 2024, the former deputy director of the institute, Andrei Vasiliev, was convicted. The court sentenced him to 9.5 years in prison and a fine of ₽29,9 million for receiving a bribe in the amount of more than ₽36 million from a merchant for the organization's victory in the purchase of hatching chicken eggs.
In September 2023, law enforcement agencies arrested the former director of the Research Institute of Vaccines and Serums Viktor Trukhin on charges of embezzlement. According to investigators, his actions caused damage to the institution in the amount of ₽437 million.
The court found Yevgeny Makovsky guilty under Part 3 of Article 30 and Part 6 of Article 290 of the Criminal Code of Russia. The case of corruption in the leadership of the research institute was investigated for several years.
Over the past two years, this is the third case of criminal prosecution of the heads of the St. Petersburg Research Institute of Vaccines and Serums. Each of the episodes is associated with financial violations and corruption schemes.
The investigation showed the systemic nature of violations in the management of the institute. Executives used official positions to gain personal benefit through schemes with purchases and misuse of funds.
Law enforcement agencies conducted a large-scale audit of the institute's activities, as a result of which numerous violations were identified in the field of public procurement and the use of budget funds.[2]
