Biography

Born on September 3, 1986 in the city of Asha, Chelyabinsk Region.

Education

In 2009, he graduated with honors from the Medical Institute with a degree in medicine. After graduation, he underwent a clinical internship in the specialty Surgery, professional retraining in the specialties - X-ray endovascular diagnostics and treatment, health care organization and public health, management in health care.

In 2013 he graduated from the Institute of State and International Law of the SEI HPE "Ural State Legal Academy," specialty "Jurisprudence."

He was trained as part of the presidential program for the training of management personnel at the St. Petersburg State University.

Career

2006-2021

Since 2006, he has been working in the Budgetary Institution of the Autonomous District "District Clinical Hospital," since 2009 as a surgeon. He has the highest qualification category in the specialty "surgery."

Since 2016, he has been working in the Department of Health of the Khanty-Mansiysk Autonomous Okrug - Ugra, since April 23, 2021 - as Deputy Director of the Department of Health of the Khanty-Mansiysk Autonomous Okrug - Ugra.

2024: Appointment as Head of the Ministry of Health of the Khanty-Mansi Autonomous

In October 2024, Maxim Malkhasyan was appointed the new head of the health department of the Khanty-Mansiysk Autonomous Okrug. In this post, he replaced Alexei Dobrovolsky, who announced his departure from the department in his Telegram channel.

Dobrovolsky did not name the reasons for this decision. According to him, on October 7, 2024, the last day of his work as head of the Department of Health. Dobrovolsky made the decision to leave this position of his own free will, the ex-head of the Ugra Department of Health himself specified.^[1]
