Biography

Was born on April 13, 1954 in Beslan of the Right-bank area of SOASSR (nowadays the Republic Northern Ossetia-Alania).

Education

1976 - graduated from the North Caucasian mining and metallurgical institute (faculty of industrial and civil engineering).

1986 - came to a postgraduate study of Academy of social sciences at the Central Committee of the CPSU.

1989 - defended the dissertation for a degree of the candidate of historical sciences.

Scientific degree, academic status

Candidate of historical sciences.

Since 2002 - the doctor of political sciences.

Since 2007 - professor of department of sociology and political science of the North Caucasian mining and metallurgical institute.

Career

Began a labor activity the job foremaster of PMK-815 of Sevkavelevatorstroy trust.

Since 1978 - at Komsomol work.

1982 - the instructor of department of the All-Union Leninist Young Communist League Central Committees Komsomol organizations in Moscow.

1983 - it is elected the first secretary of the North Ossetian regional committee of the All-Union Leninist Young Communist League.

Since 1985 - it was constantly elected by the deputy of the supreme legislative and representative body the authorities of the republic.

Upon return to the republic worked as the inspector of the North Ossetian regional committee of the CPSU.

Since 1990 - the chairman of executive committee of Right-bank Council of People's Deputies Beslan.

1994 - it is elected the first deputy chairman of the Supreme Council of the Republic Northern Ossetia-Alania.

1995 - the head of administration of local government of the Right-bank area of the Republic Northern Ossetia-Alania.

Under its management in the area for several next years conditions for emergence and development of the advanced enterprises today forming the basis of the economy of North Ossetia were created.

1998 - 2000 - the Prime Minister of the Republic of North Ossetia-Alania.

On October 19, 2000 - it is elected the chairman of the parliament of the Republic Northern Ossetia-Alania the second, and in 2003 - the third convocations.

In March, 2002 - it is elected the secretary of political council of the North Ossetian regional department of a batch United Russia.

On June 7, 2005 - the parliament of the Republic of North Ossetia-Alania supported the proposal of the president Vladimir Putin on Taimuraz Mamsurov's investment with powers of the Governor of North Ossetia^[3].

On September 25, 2007 - the order of the Russian President Vladimir Putin Taimuraz Mamsurov is included in the structure of presidium of the State Council of the Russian Federation.

On December 17, 2007 - at the VIII congress United Russia it is elected as a member of supreme council of the party.

On April 29, 2010 - the parliament of the Republic of North Ossetia-Alania by a majority vote supported the proposal of the President of Russia Dmitry Medvedev on Taimuraz Mamsurov's investment with powers of the Governor of North Ossetia for the second term.

On March 21, 2012 - it is appointed the special representative of the President of Russia across South Ossetia.

Political views

Adheres to centrist views, actively supports development of socially oriented market economy. One of the main priorities in the activity considers security and stability in the republic, observance of the rights of the citizen irrespective of nationality and religious affiliation, freedom of mass media. Rich political and life experience allow it adequately and to react timely to the processes happening in North Caucasus region. With deep arguments supports civilized solution of the problem of consolidation of South and North Ossetia, regarding it first of all as a problem of the separated people.

Professionally^[4] studies modern politological and geopolitical concepts, successful business cases of development^[4].

Public activity

On June 9, 2012 - participated in official celebrations in Ingushetia in communication by 20-year anniversary of the republic. the authorities^[5].

On February 6, 2013 - Mamontov's Arcadia "The special correspondent"^[6] took part in the program^[6].

On March 1, 2013 - showed to representatives of Historical Memory fund the personal chronometer of Haji-Umar Dzhiorovich presented to it by the daughter of the Hero of the Soviet Union, having given the chance to all being present at shooting to touch history. And already when film-making process began, answering a question of the director of what qualities allowed Haji-Umaru Mamsurov to become the person who glorified Ossetia all over the country and for the whole world the Head of RSO-Alania told that he personally saw the hero only once when itself still was a school student. But well remembered since the childhood that Haji-Umar was always brought by seniors as an example for all surname: "He taught us as it is necessary to love Ossetia, the country, to be fearless, ready to protect the Homeland"^[7].

On October 31, 2012 - participated in the international scientific conference "Dialog of Cultures as Social Imperative of International Interaction" at the North Ossetian state university of Costa of Khetagurov^[8].

Scientific activity

Defended the dissertation on a competition of degree of the doctor of political sciences on the subject "Ethnopolitical Regional Problems of Development of the Russian Federalism".

Is the author of monographs:

• 2001 - the monograph "The Russian federalism: national and ethnic context".

• 2002 - the monograph "Regions - the center: harmonization problems of interests".

Showed literary talent, having published the collection of the ethic and philosophical ideas "Construct the tower" in 2003^[9].

• June, 2007 - the honourable medal "Patriot of Russia" is handed - for a personal deposit and recognition of that attention which the leaders of the republic pay to military patriotic education and promotion of moral values in society^[9].

• On October 7, 2008 - gratitude of the President of the Russian Federation - for active work on the organization of refugee intake from South Ossetia and to humanitarian assistance to victims.

• 2009 - with the decision of the Board of trustees of Public recognition fund for a special contribution to formation and development of the constitutional democratic state and civil society in North Ossetia, successful implementation of socially significant republican, social and economic programs and projects, an active highly moral civic stand it was awarded the Honourable Diamond award "Public recognition"^[10].

• On February 23, 2010 - the award "Uatsamonga" (South Ossetia) - for a big personal deposit in the organization of reflection of aggression of Georgia against the Republic of South Ossetia, the courage and dedication shown at the same time.

• 2011 there is a medal "For the Fighting Commonwealth".

^[4] is fond of studying of modern philosophical, historical, politological and geopolitical concepts, business cases of development^[4].

Interesting Facts

On September 1, 2004 - two children of Taimuraz Mamsurov were in the Beslan school No. 1 occupied by terrorists. Mamsurov rejected the proposal of fighters to release his children, having told that they will leave it only together with all other hostages. On September 3, 2004, during a tragic outcome both children of Taimuraz Mamsurov were seriously wounded: the daughter eighth-grader got severe wounds of a lung and backbone, a fracture of a jaw and three missile wounds of the head, to the son sixth-grader shot a leg joint.

On December 14, 2012 - became the guest of the Here and now program - the daily final information channel broadcast "Rain". In the same day mister Mamsurov participated in a meeting of the Government of the Russian Federation under the chairmanship of Dmitry Medvedev, on whom the program of development of the North Caucasian Federal District till 2025 was considered and approved^[11].
