2021: 4.5 years in prison for embezzlement of ₽2 million from the budget
In October 2021, the former chief doctor of the Perm Territory State Budgetary Health Institution "Center for Public Health and Medical Prevention" Marina Drugova was sentenced. She was found guilty of committing six crimes under Part 3 of Article 160 of the Criminal Code of the Russian Federation (misappropriation or embezzlement committed by a person using his official position on a large scale).
Drugova, who, according to investigators, together with an accomplice stole more than 2 million rubles of budget funds, was sent to a general regime colony for 4 years and 6 months.
An accomplice of the defendant, an employee of the Perm Regional Public Organization of Disabled People and Patients with Multiple Sclerosis Ariadna Tatyana Romanovskaya, accused of two crimes under Part 5 of Art. 33 (aiding) and part 3 of Art. 160 of the Criminal Code, sentenced to three years in prison suspended with a probation period of 3 years.
According to investigators, from November 2014 to June 2019, she concluded fictitious contracts with controlled commercial structures and individual entrepreneurs - at the same time, services or work were not actually performed, or were performed by the center's employees themselves. Subsequently, the head physician cashed money and appropriated it to herself.
As explained in the indictment, it is said that under fictitious contracts, visual materials were to be developed - leaflets, health booklets. According to investigators, the contractors did not do this, all the work was carried out by employees of the medical prevention center.
Also, Drugova and her accomplice, according to investigators, fictititiously employed employees in the Center for Medical Prevention, and transferred salaries to themselves. The damage caused to the Ministry of Health of the Perm Territory was estimated at 2 million rubles. During the investigation, the court released Drugova on bail of 3 million rubles.[1]
