2022: Charge of scam in installation of surveillance cameras in polyclinics
Marina Kalinina, head of the procurement department of the administration of the Vasileostrovsky district of St. Petersburg, and Angelina Stavetskaya, head of the contract service of the city polyclinic No. 3, were detained on suspicion of fraud and abuse of authority when concluding state contracts. The city headquarters of the Investigative Committee of the Russian Federation announced this on November 17, 2022.
According to the investigation, no later than November 16, 2022 in St. Petersburg by unidentified officials of the Administration of the Vasileostrovsky District of St. Petersburg, subordinate medical institutions of the Vasileostrovsky district, as well as representatives of commercial organizations in order to obtain criminal income when concluding state contracts to meet the state and municipal needs of medical institutions, located on the territory of the Vasileostrovsky district was committed fraudulently by embezzlement of budget funds, as well as abuse of office.
Thus, the accomplices ensured the conclusion of state contracts for the provision of services for the maintenance and integrated support of the operation of the CSR systems (integrated security system) of a number of subordinate medical institutions with a commercial structure.
The procedure for holding auctions and concluding state contracts was violated, and their implementation by specific organizations was ensured. Thus, damage was caused to the budget of the Russian Federation, expressed in the unjustified conclusion and transfer of funds in the period from December 2019 to November 2022 in the amount of at least 3 million 861 thousand rubles.
The investigation suspects the collusion of the heads of the security company LLC "Ryder KSB" and city officials during tenders for equipment with video surveillance systems of eight clinics in St. Petersburg.[1]
