1987 - 1992 - faculty of the international journalism at the Moscow State Institute of International Relations (university) of the Ministry of Foreign Affairs of the Russian Federation (MGIMO the MFA of Russia) which ended with honors.

Career

1988 - For 1992 - worked as the correspondent of a number of media (from the district newspaper in the Chita region before the international editions in TASS and NPA), held a post of the vice president of Association of journalists of MGIMO. Sergey Mikhaylov ("Mikhaylov and Partners"), Dmitry Sokur ("Maslov, Sokur and partners"), Vadim Malysh ("Navigator"), Dmitry Korobkov and also Vladimir Medinsky and two of his partners Andrey Safronov and Egor Moskvin stood at the origins of Association.

1991 - - worked with 1992 in Embassy of the USSR (then - Russia) in the USA.

1992 - founded the PR-agency "Corporation "Ya" which directed till 1998.

1993 - - the MFA of Russia studied 1994 in a postgraduate study of MGIMO.

2000 - For 2002 - was the adviser to the Deputy Chairman of the State Duma from Fatherland-All Russia fraction Georgy Boos.

2002 - 2004 - the head of executive committee of MGRO of a batch United Russia, the head of the campaign headquarters of United Russia across Moscow.

2003 - 2011 - the deputy of the State Duma of the Russian Federation of IV and V convocations, the Chairman of the Committee of the State Duma on culture.

2004 - 2005 - the deputy manager of the Central executive committee of United Russia on information and analytical work.

2006 - 2008 - the president of the Russian association for public relations (RASO).

On December 2, 2007 - it was chosen in the State Duma of the fifth convocation according to the list of United Russia and became the coordinator of deputy group on communications with Parliament of the Republic of Korea.

Also that year Medinsky actively lobbied the law on a total ban in the State Duma to drink beer on the street. Commenting on the situation connected with a large number of consumption of alcoholic beverages in Russia he said: "The same alcoholism, for example, are not historical tradition, genetic if you want, predisposition. Russia, for example, never was and even is not the most drinking country in the world now. Mass alcoholism is the purchased infectious disease today. And it was purchased relatively recently, so, it can be cured. And the one who puts a glass since morning is the not truly Russian person acting as grandfathers and great-grandfathers enjoined, and just the weakling, the parasite and the alcoholic what in any country are enough".

2010 - For 2012 - was a member of the commission under the President of the Russian Federation on counteraction of falsification of history.

2011 - by the decree of the Russian President it was entered into board of Russian World fund which main objectives are promoting of Russian and culture and also support of programs of studying of Russian worldwide.

On November 2, 2011 - it was elected the Chairman of the State Duma Committee on culture. In the parliamentary elections which took place on December 4 the same year he stood from the Kurgan region, but in the list of deputies did not pass.
