Biography

Ilsur was born on April 24, 1969 in the city of Nizhnekamsk.

Got an education in 1992, at the Kazan state university. After the termination of the university continued training in full-time postgraduate study of law department. Candidate of Law Sciences.

In 1988 - 1989 served in AF of the USSR.

In 1993 it is appointed the manager of the agency on privatization of housing of administration of Sovetsky district of the city of Kazan.

From 1995 to 1997 worked as the chief of staff of administration of Sovetsky district of the city of Kazan.

In 1997 and for 1998 worked as the first deputy the head of administration of Vakhitovsky district - the prefect of the territory Kazan Posad.

From 1998 to 2005 Metshin worked the head of administration of the Nizhnekamsk district and city of Nizhnekamsk (since 2005 - the head of the municipality "The Nizhnekamsk municipal district"). Board member of JSC Nizhnekamskneftekhim.

In 2000 - 2004 worked as the deputy of the State Council of RT of the second convocation.

In November, 2005 worked as the head of administration of Kazan, and since 2006 the head of executive committee of the municipal entity of the city of Kazan. In 2006 worked as the deputy of the Kazan City Duma.

Since March 17, 2006 worked as the head of the municipality of the city of Kazan.

For March 21, 2014 Ilsur Raisovich Metshin works as the mayor of Kazan.
