Biography

2023: Lawsuit from the IIDF

In mid-June 2023 Internet Initiatives Development Fund (IIDF) , he filed a lawsuit against the founder and former owner of the service for finding apartments in new buildings "" Rumbury Mikhail Khaikin.

According to RBC, the main legal entity of the service, Rumbury LLC, was registered in 2015 in the city of Tula. In 2018, IIDF Invest became the owner of 4% of Rumbury, and in 2019 increased its share to 7%. The remaining shares were distributed among the top managers of the company, Mikhail Khaikin owned 40.78%.

In June 2022, Mikhail Heikin sent a letter to IIDI Invest and said in it that due to the current economic situation in Russia, Rumbelli plans to cease its activities at the end of 2022. The IIDF decided to meet the partner halfway, and in August 2022 they sold their 7% stake in Rumbury for 1.5 million rubles, although in 2018 IIDF Invest acquired it for 2.5 million rubles.

As the main reason, Heikin named the end of the contract with the main contractor, which accounts for about 80-85% of all revenues as of November 2022. According to the IIDF, there was no data on the extension of the contract for June 2022, and due to the disconnection of the main advertising tools for attracting traffic to the site, the price of attracting customers increased, and the solvent audience decreased.

However, contrary to the stated plans, Mikhail Khaikin did not refuse to develop Rumbury. Subsequently, the Fund learned from the Unified Register of Legal Entities (Unified State Register of Legal Entities) that Khaikin sold 60.48% of Rumbury LLC to Avito's main legal entity, Keh Ekommerts. In February 2023, the media reported that Avito wrote that it had acquired 100% of Rumbury from Haikin and his partner Valentin Bochkov (39.52%).

The IIDF found out that back in January 2020, Mikhail Khaykin registered another legal entity with the name "Rumbury" in Moscow and the revenue of this company was constantly growing. According to the representative of IIDI Invest, part of the business processes was transferred to the newly created Rumbury and, if this had not happened, the revenue of the first legal entity could have been twice as much for the summer of 2022.

The IIDF does not exclude that this was a multilateral scheme that allows financiers to withdraw IIDF Invest from Tula Rumbury with minimal costs, and considers these actions of Mikhail Khaikin as direct signs of fraud.[1]
