Biography

Education

In 1983 graduated from MGIMO, faculty of the international relations.

Career

Till 1988 worked in the Ministry of Foreign Affairs of the USSR and the Agency on atomic energy in Austria.

Since 1991 - the producer of many television and musical projects. Worked on TV, was engaged in the organization of festivals and musical projects.

Since 1993 — the deputy of the State Duma from LDPR faction, the vice-president of committee on the international affairs.

Since 1995 - the Chairman of the Committee concerning geopolitics.

In 2003 proposed the candidate in Mayors of Moscow, however afterwards removed it and did not take part in elections.

2007: Transition to Just Russia

Since 2007 was a part of Just Russia, without having supported the LDPR line, and in 2011 it was elected the deputy of the State Duma of the Russian Federation of the 6th convocation. Later Mitrofanov was excluded from lists of a batch for support of the candidate opposite to its position on elections. At the same time Alexey Mitrofanov remained the member of fraction.

2012: Head of the State Duma Committee on IT and communication

Since September, 2012 heads the State Duma Committee on information policy, information technologies and communications.

2013: Criminal case about fraud

In 2013 Alexey Mitrofanov became the person involved in investigation of the criminal case about attempt at fraud made by a group of persons in especially large size concerning the entrepreneur.

According to the investigators, the assistant Mitrofanova Alexander Derevshchikov had information on consideration of a receivership proceeding by the Ninth arbitration Court of Appeal. In the spring of 2012 a group of persons into which in addition to the assistant also the deputy Alexey Mitrofanov entered the court usher Ali Kodzoyev and Radish Sautiyev, was developed the plan of plunder of money at the entrepreneur in the fraudulent way.

In particular, participants of criminal group suggested the businessman Vyacheslav Zharov to provide for $200 thousand the judgment on the above-stated dispute in its advantage, claiming that they will transfer this money to officials of court. In fact they were not going to take any actions, intending to steal money, approves the investigation.

"During the personal meeting Mitrofanov assured the entrepreneur that will be able to influence pronouncement of this solution using the administrative resource. Then Sautiyev received a part of the required amount from the authorized representative of the businessman. After that illegal acts of these persons were stopped by law enforcement officers", - the version of Investigative Committee says.

Parliamentary immunity of Alexey Mitrofanov prevented law enforcement agencies to attract it as the defendant on criminal case

During the investigation with Derevshchikov and Sautiyev pre-trial agreements about cooperation then they gave detailed evidences about circumstances of crime were signed. The court verdict they were found guilty of fraud. Ali Kodzoyev absconded and was put on the wanted list.

The investigation claims that the proofs collected on criminal case indicate Alexey Mitrofanov's participation in the described crime. Because the special order of criminal proceedings is applied to deputies of the State Duma, the investigation sent to the State Office of Public Prosecutor criminal case file and the project of idea of deprivation of immunity of the deputy Alexey Mitrofanov and consent on attraction it as the defendant. The State Office of Public Prosecutor, in turn, at the end of May, 2014 left in the State Duma with idea of Mitrofanov's deprivation of parliamentary immunity for excitation against it criminal case.

2014: Deprivation of inviolability, removal from a post of the head of committee

In June, 2014. The committee on regulations and organization of work of the State Duma after discussion behind closed doors of personal case of Mitrofanov unanimously supported representation of the State Office of Public Prosecutor and recommended to the lower house to remove from it parliamentary immunity.

On June 10 the lower house voted for Alexey Mitrofanov's deprivation of parliamentary immunity. 431 deputies voted for this solution, one refrained. The deputy mandate at the same time for Mitrofanov it remained, expected that it will continue to work as the deputy of the State Duma before adoption by court of the decision on his guilt or innocence.

A NUMBER OF MEDIA was written that after deprivation of inviolability Mitrofanov left Russia. With respect thereto later the deputy from the CPRF Andrey Andreyev submitted the draft resolution on Alexey Mitrofanov's removal from a post of the head of committee for consideration of chamber. The CPRF paid attention that Mitrofanov is abroad, three months did not appear in the State Duma and cannot fulfill the deputy duties.

The State Duma considered the draft of this resolution on September 23, 2014. Deputies of the State Duma removed from Mitrofanov powers of the Chairman of the Committee on information policy. 440 of 441 parliamentarians who is present at a meeting voted for this solution, one person refrained. By the time of vote representatives of all four Duma fractions already supported Mitrofanov's resignation.

On the eve of vote a batch Just Russia announced the plans to nominate Leonid Levin to a post of the head of the State Duma Committee on Informational Policy, Information Technology and Communication instead of Alexey Mitrofanov.

2016

As of the beginning of 2016 Mitrofanov remains unavailable to the investigation. Presumably, he lives in Croatia or in France.
