Biography

2021: 3.5 years in prison for bribes

On June 8, 2021,  the ex-head physician of the Priargun Central District Hospital (CRB) of the Trans-Baikal Territory received 3 years in a maximum security colony for bribes. This was reported by the regional investigation department of the RF IC. According to local media, we are talking about Dmitry Mungalov.

He was found guilty under Part 5 of Art. 290 of the Criminal Code (receiving a bribe on a large scale). The court and the investigation found that he received a bribe from the head of a commercial company for helping to conclude contracts for the supply of medical equipment to the Argun hospital.

The doctor was detained during a transaction during which a representative of Orion tried to transfer 250 thousand rubles to him for help in winning the auction. Investigators found that between 2017 and 2020 , the ex-head physician of the Central District Hospital received bribes totaling 400 thousand rubles from the head of the company.

According to the SPARK-Interfax system, since 2012, the Argun Central District Hospital has concluded 57 contracts with Orion for a total of 16.9 million rubles, including 1.8 million in 2019. The company is completely owned by businessman  Sergei Schukin.

In addition to imprisonment, Dmitry Mungalov's punishment  includes a ban on holding senior positions in health authorities for 3 years.

Mungalov's detention was the first  in a series of criminal cases against the heads of budget hospitals in Transbaikalia. After him , the head physician of the regional clinical hospital  Shalnev, the head physician of the city maternity hospital Chita  Plotkin were detained and arrested for bribes. Cases of bribes are being investigated against the head doctors of the Chernyshev Central District Hospital  Shemelina  and the Shilkinsky Central District Hospital  Byankin. The head physician of the Kalgan Central District Hospital, Kostyurin, who confessed   , received  a suspended sentence of 7  years for a bribe of 465 thousand rubles.

The head physician of clinical hospital  No. 2, Chita Egorov , will be  tried for abuse of authority - he is suspected  of paying  for the communal bills of a relative arranged for the hospital^[1]
