Murov Evgeny Alekseyevich

Murov Evgeny Alekseyevich is the head of Federal Guard Service of the Russian Federation from 2000 to 2016.

Biography

Was born on November 18, 1945 in Zvenigorod of the Moscow region, Russia. In youth practiced boxing, has sporting achievements and discharges.

Graduated from civil technical college and institute of KGB Decorated with the Order of the Red Banner of the USSR.

1971 – serves in bodies of Committee for State Security of the USSR.

1974 - it is transferred to the First head department of KGB of the USSR (foreign intelligence).

It is known that Murov was three and a half years in an official journey in one of the countries of Southeast Asia.

1992-1997 - held positions of the chief of a number of district divisions of the Ministry of security - Federal service of counterintelligence - Federal Security Service of the Russian Federation in St. Petersburg, in particular headed the Admiralty regional department of Federal Security Service of the Russian Federation. At this time he got acquainted with Vladimir Putin who as the deputy chairman of the government supervised in the mayor's office of St. Petersburg security officers, and Victor Zolotov who afterwards headed presidential protection, and since April, 2016 — national guard.

1997 - the deputy head of department of Federal Security Service of the Russian Federation across St. Petersburg and the Leningrad Region.

1998 - it is transferred to central office of Federal Security Service of the Russian Federation, appointed the first deputy head of the department of economic safety of Federal Security Service of the Russian Federation.

2000: Appointment of the FSO as the director

On May 18, 2000 Putin, shortly before that elected the President of Russia, appointed Murov the director of the FSO.

2009: Medvedev prolongs Murov's powers for three years

In 2009 the president Dmitry Medvedev prolonged powers of the director of the FSO for three years.

2004: Rank general

2004 - The decree the President of the Russian Federation Murova gives the military rank the general. For the first time in the history of the Soviet and Post-Soviet intelligence agencies to the head of security service so high rank is given.

Also the growth of Murov in military ranks as at the time of his appointment of the FSO as the director in 2000 it was in the major general's rank is prompt.

Since November 15, 2010 - it is dismissed from military service (The decree of the Russian President N 1421 of November 15, 2010).

2016: Resignation from a post of the director of the FSO

The president Vladimir Putin signed the decree on 70-year-old Evgeny Murov's release from a position of the director of Federal Guard Service. As reported on Thursday, May 26, the Kremlin press service, Murov submitted the application at own will. Murov's deputy Dmitry Kochnev who directed the Presidential Security Service before became the new director of the FSO.

As the federal official told RBC, Murov exceeded a retirement age therefore his being the head of the FSO "caused misunderstanding in some people". The interlocutor of RBC explained "case of Ministry of Culture" including pressure upon Murov.

As stated in the law on the FSO, with the staff of department contracts about "passing of military service until achievement of 65-year age by them" can be signed. The law "About a Conscription and Military Service" specifies that the general can sign such contract before achievement of 70 years.

The issue of Murov's resignation was resolved since 2014, two high-ranking officers of the FSO told RBC. "For us already for anybody not a secret that the boss gathers for deserved rest, now he solves, or absolutely to depart from affairs, or to go to the Federation Council" — told RBC a source in central office of the FSO.

The head of Forum holding Dmitry Mikhalchenko who was delayed in Moscow at the end of March, 2016 was connected with Murov. On March 30, 2016 brought to the businessman charge on the case of alcohol smuggling. Mikhalchenko did not admit guilt in smuggling. On the same day Basmanny Court placed him under arrest.

In two weeks before in Moscow arrested Dmitry Sergeyev — the director of the company Baltstroy entering into Forum. It passes on the case of plunders at restoration of historical objects according to government contracts of Ministry of Culture. ​ Charge on case is brought to the Deputy Minister of Culture Grigory Pirumov. On "case of Ministry of Culture" also Mikhalchenko was interrogated.

Public activity

Evgeny Murov supported "Academy of Security Concerns, Defense and Law and Order" public organization which traded in the awards almost indistinguishable from state, and was liquidated by the decision of the Supreme Court of the Russian Federation. Together with it ABOP of the retired colonel of military counterintelligence Victor Shevchenko were lobbied by the current Director of the Russian Foreign Intelligence Service Mikhail Fradkov, the chief of FSB Academy Valery Andreyev and the deputy head of Federal Border Service^[1].

2007 -^[2] is elected the president of Boxing Federation of Russia^[2].

2009 - gave to resignation from the presidency of Boxing Federation of Russia and headed the Supreme supervisory board of FBI.

Is also a member of the board of trustees of the All-Russian sports society "Dynamo".

Interesting Facts

On New Year's vacation of 2008-09 Evgeny Murov was noticed together with the Head of the Presidential Property Management Department of the Russian Federation Vladimir Kozhin in ski resort Courchevel in France^[3].
