Was born on October 13, 1959 in Tbilisi, Georgia.

Military Service

1979-1981 – service in the Soviet army.

Education

1989 - graduated from the Volgograd construction institute (correspondence department of faculty of economy and the organization of construction).

Career

1987−1988 - opened the self-supporting sewing enterprise (products - jackets down-padded coats). Headed Association of foreign economic relations of the small and medium enterprises of the USSR.

1994-1995 - the director of External Economic Firm Amir LLP.

1995-1998 - the CEO of Amir-Impeks Ltd.

Since 1998 - the chairman of the Supervisory board of JSC Pervouralsky Novotrubny Works.

1999 - the CEO of JSC Prominkor.

2001 - the chairman of the board of directors of JSC Pervouralsky Novotrubny Works.

2004 - founded development group of Regiony companies.

In the middle of the 2000th sold JSC Pervouralsky Novotrubny Works to ChTPZ Group of Andrey Komarov for 400 million dollars.

2010 - the shareholder of producer of potash fertilizers of JSC Silvinit.

Political and public work

1999-2003 - the deputy of the State Duma of the Russian Federation of tretyy convocation on the Pervouralsk single-candidate constituency No. 166 of Sverdlovsk region.

2003-2007 - the deputy of the State Duma of the Russian Federation the fourth convocations.

2000 - the vice-chairman of the People's Deputy group.

Since 2000 - the member of the committee of the State Duma of the Russian Federation on the industry, construction and high technologies, the member of Credentials committee of the State Duma.

Since 2003 - the member of United Russia fraction.

Since May, 2005 - the party member United Russia.

2007-2011 - the deputy of the State Duma of the Russian Federation of the fifth convocation as a part of the federal candidate list which is put forward by the United Russia Party. Vice-chairman of the State Duma Committee on the international affairs.

In Committee on the international affairs it is entrusted to it to supervise the Middle Eastern direction.

Zelimkhan Mutsoyev is a part of inter-parliamentary group of PACE (Parliamentary Assembly of the Council of Europe) and takes part in work of sessions of the Council of Europe.

Is a member of inter-parliamentary group on communications with parliaments of the following states: Iran, Iraq, Turkey, Georgia, Armenia, Azerbaijan.

Zelimkhan Mutsoyev was one of developers of the bills "About Procurement of Scrap of Non-ferrous and Ferrous Metals", "About Support of the City-forming Enterprises by the State", "About Measures for Protection of a Domestic Producer".

Participated in development of a number of amendments in the budget, in particular, for the judicial, tax and tariff systems.

Took part in work of groups of experts on restructuring of natural monopolies of the Russian Federation.

Awards and awards

It is awarded with the Order of Friendship, a medal of the Order "For Merit to the Fatherland" of the II degree, the anniversary medal "200 years of the Ministry of Internal Affairs", the Public award "Russian Nation", the diploma of the Ministry of Internal Affairs for active legislative work in the field of improvement of the legislation of law enforcement agencies of the Russian Federation.

Knows seven foreign languages: English, Turkish, Farsi, Kurdish (kurmandzha dialect), Georgian, Armenian, Azerbaijani. Also can speak on kubana (language of Mountain Jews, a dialect of the city of Cuba).

Sons Amiran and Alikhan control Regiony development group (network of shopping centers "Iyun" in St. Petersburg, Krasnoyarsk, Cherepovets and Ufa).
