Ilya Nachvin was born on August 2, 1989 in Kazan.

Education

In 2011, he graduated from Kazan National Research Technical University named after A. N. Tupolev - KAI with a degree in economics and management at the enterprise (by industry). In 2019, he completed his studies at Kazan State University of Architecture and Civil Engineering with a degree in industrial and civil engineering. A year later, he underwent professional retraining "Management of state and municipal purchases" at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA).

Career

2011-2020

Nachvin began his career in 2011 at the State Housing Inspectorate of the Republic of Tatarstan. Until 2013, he worked as a specialist of the 1st category of KGI, a specialist of the 1st category, a senior specialist of the 1st category, a leading specialist in the department of consolidated analysis and automation. Then he moved to the post of head of the department of consolidated analysis and automation, which he held until 2018. After that, until 2020, he headed the control and analytical department of the State Housing Inspectorate. In 2020, he acted as head of the State Housing Inspectorate of the Republic of Tatarstan.

In April 2020, Nachvin took the post of First Deputy Minister of Digital Development of Public Administration, Information Technologies and Communications of Tatarstan. He was appointed head of this department in accordance with the decree of the rais of the republic Rustam Minnikhanov.

2025: Appointment as Head of the Ministry of Ministry of Digital Development of Tatarstan

On September 25, 2025, Ilya Nachvin was appointed to the post of Minister of Digital Development of Public Administration, Information Technologies and Communications of Tatarstan. In this post, he replaced Ayrat Khairullin, who headed the department since 2019.[1]
