Nadezhin Mikhail Vladimirovich

Biography

Mikhail Nadezhin was born in Nalchik in 1974. Left secondary school No. 24 of Nalchik. In 1996 graduated from Pushkin highest military engineering construction college in St. Petersburg. Upon termination of school continued service in divisions of the Ministry of Defence till 2000.

Since 2000 served on different executive positions in General Directorate of Ministry of Emergency Situations of Russia across Kabardino-Balkar Republic.

In 2015 by the decree of the Russian President it was appointed to the position of the chief of head department of the Ministry of Civil Defence, Emergencies and Disaster Relief of the Russian Federation across Kabardino-Balkar Republic.

2016: Criminal case

On November 22, 2016 bodies of the Investigative Committee of the Russian Federation for Kabardino-Balkar Republic announced criminal proceedings concerning Mikhail Nadezhin. He is suspected of commission of crime according to the Paragraph "in" of Part 3 of Article 286 of the Criminal Code of the Russian Federation (the abuse of office committed with causing heavy effects)^[1].

According to the investigators, in May, 2012 based on an open competition between Larti company and the Ministry of Emergency Situations of Russia of KBR the government contract on development of an automated system of monitoring of dangerous natural (slope) processes for the amount of 6.2 million rubles was concluded. A system is intended for forecasting of occurrence of extreme situations of natural character to ensure safety of the population and objects of mountain territories.

In June, 2012 Larti developed an automated system which in fact was only a meteorological station analyzing only parameters of air temperature, its humidity, atmospheric pressure and level of rainfall i.e. did not answer terms of the contract as it could not execute function on security at threat of an avalanche and mud streams, speak in investigating bodies.

The suspect, authentically knowing that the developed automated system does not allow to combine all types of observations for different types of processes (landslides, avalanches, mudflows, floods), in a complex to determine the probability of an event and degree of risk of emergency and also that a system is installed in the place which is not a zone of occurrence of extreme situations, realizing that the goals and tasks of the public contract are not achieved, exceeding the authority, signed the delivery-acceptance certificate of the equipment provided by the CEO of Larti, - explain in the IC RF across Kabardino-Balkar Republic.

As a result of exceeding of the powers of the Ministry of Emergency Situations of Russia by Mikhail Nadezhin of Kabardino-Balkar Republic the material damage in especially large size for the amount of 6.2 million rubles is caused.

It is awarded with a medal "For Life Saving" and departmental medals.
