2022: Detention in fraud case

In September 2022, the head of the health department of the Vasileostrovsky district of St. Petersburg Nikita Tikhonova was detained. a criminal case was opened against him on especially large-scale fraud (Article 159 of the Criminal Code of the Russian Federation) and on abuse of office (Article 286 of the Criminal Code of the Russian Federation).

According to Fontanka, together with Tikhonov, three more administration employees were detained, as well as entrepreneur Mikhail Zadorozhny, general director of Mirny-55 LLC. According to the publication, the company, like IP Zadorozhny M.V., performed contracts for the comprehensive cleaning of several polyclinics in the city. The receipt of contracts was provided by unidentified persons from the district administration. The total theft of budget funds allocated for cleaning is at least 77 million rubles. Before initiating a criminal case, a prosecutor's check was carried out, the materials of which indicated an amount exceeding the estimates of the investigation by 2.5 times.

The Investigative Committee of Russia (IC) confirmed the information about the detention of the head of the health department of the Vasileostrovsky district Nikita Tikhonov. The press service of the UK reported that the suspects entered into state contracts for the cleaning of a number of medical institutions in the Vasileostrovsky district with a commercial structure and individual entrepreneurs "in order to obtain criminal income." The investigation suggests that the suspects violated the Federal Law "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs."

According to the SPARK-Interfax system, IP Zadorozhny M.V. in 2021 became a provider of services for maintenance and cleaning in clinics in St. Petersburg in the amount of 117.4 million rubles. In 2022, similar contracts with individual entrepreneurs were concluded for 43.4 million rubles. In 2021, Mirny-55 LLC signed contracts for the provision of services for the comprehensive cleaning of premises of city health care institutions for 38 million rubles, the company showed revenue of 54.3 million rubles with a net profit of 1.7 million rubles.^[1]
