2023: Arrest on alleged $7m illegal chip exports

On November 1, 2023, the US Department of Justice announced the arrest of five Russians suspected of illegally exporting dual-use goods to Russia, including chips. Two criminal cases were initiated, one of which arrested four Russians, the second case - three, but only one was arrested.

The first criminal case involves 52-year-old Salimdzhon Nasriddinov from Brooklyn, 37-year-old Nikolai Goltsev and 32-year-old Kristina Puzyreva from Montreal, Canada. It is noted that the detainees are charged with illegal supplies of semiconductors, integrated circuits and other microelectronics to end users who are associated with the Russian military. The volume of goods is estimated at $7 million.

The accused evaded sanctions by sending equipment vital for their precision weapons systems to Russia, some of which were used on the battlefield in Ukraine, said Breon Peace, prosecutor of the Eastern District, quoted by the press service of the US Department of Justice.

According to prosecutors, two legal entities (SH Brothers and SN Electronics) registered in Brooklyn used the detainees for their operations.

Another indictment, also presented in court in the Eastern District of New York, includes 36-year-old Nikolai Grigoriev from Brooklyn, 39-year-old Nikita Arkhipov and 37-year-old Artem Olovyannikov from St. Petersburg. They were charged with "conspiracy and other violations related to schemes to bypass export control in the interests of companies related to the military sector of the Russian Federation," including the SMT-iLogic sanction company. Grigoriev was arrested on November 1, 2023, Arkhipov and Olovyannikov remain at large, according to a statement by the US Department of Justice.[1]
