2025: Wanted List
On April 28, 2025, it became known that the former general director of Plastic Logic Nikolai Tychinin and the ex-deputy chairman of the Rusnano board Yury Udaltsov put on the wanted list. They are involved in a criminal case on embezzlement on an especially large scale.
The investigation is related to the failed project of children's tablets, the development of which was carried out by the company "Plastic Logic." It was assumed that such gadgets equipped with a flexible display would be used by schoolchildren. The device was never brought to the market, and the management of Plastic Logic, according to the investigation, stole more than 13 billion rubles. Law enforcement agencies believe that the company lacked qualified personnel and capacity to implement the project.
The defendants in the proceedings were top managers of Rusnano and Plastic Logic. At the same time, according to TASS, referring to information received from knowledgeable persons, the case of Tychinin and Udaltsov was separated into a separate proceeding. They are hiding from the investigation abroad. The case was initiated under Part 4 of Art. 160 of the Criminal Code of the Russian Federation - embezzlement on an especially large scale. Such acts are punishable by imprisonment for up to 10 years with a fine of up to 1 million rubles or in the amount of the convict's salary or other income for a period of up to three years or without it and with restriction of freedom for up to two years or without it.
TASS also reports that former top managers of Rusnano Irina Rapoport and Oleg Kiselev, who are accused of especially large-scale fraud, have been put on the international wanted list. According to the investigation, they and other persons, acting as part of an organized group, spent the funds invested in the authorized capital of Rusnano. As a result, the company suffered significant property damage.[1]
