Education

In 1985 "The engineer of management systems" graduated from the Leningrad academy of civil aviation majoring in.

Career

In the late nineties begins to purchase the first serious assets, having earned seed capital from trade operations. The metallurgy becomes the main sphere of its interests.

At the beginning of 1999 the Neva holding company created together with partners takes 77% of shares of the Bulgarian iron and steel works "Promet" at privatization tender.

In the fall of 1999 under control structures establish in Dnipropetrovsk Smart Group company which later according to the decision of Antimonopoly committee of Ukraine receives several months in management a controlling stake of Inhulets GOKA – the largest in the country – for a period of five years. The actual owner of stocks of Inhulets GOKA is the Ukrrudprom state company.

In 2000 together with the partners as a result of additional issue receives more than 75% of shares of Yarega Oil and Titanium Company. A year of paper later appear at structures of Lukoil. Approximately at the same time under Novinsky's management passes Metall-group LLC – operator of the Yakovlevsky field in the Belgorod region which was owned earlier by public fund of Victor Chernomyrdin "Support and development of the middle class".

In April, 2004 was a part of consortium of the investors who redeemed 90% of shares of "The Moldavian steel works" from Itera group. In the summer of the same year of 30% of stocks of the enterprise were sold to Alisher Usmanov.

In the second half of 2004 Smart Group acquired the right to carry out sanitation of "The Makiivka iron and steel works" (Donetsk region). Acquisition of 83.6% of stocks of "The Kherson shipbuilding plant" put to the beginning of formation of ship-building subholding.

At the beginning of 2005 announced that owns 50% of stocks of Southern GOKA as which main owner the Privat group was considered. Then it became known of acquisition at Igor Kolomoysky's structures of 93.1% of stocks of "The Kryvyi Rih iron ore plant".

In the fall of 2005 Smart Group participates in tender selling 93.0% of stocks of Krivorozhstal, but loses Mittal Steel.

In December, 2006 under control structures win the tender for privatization of Zeljezara Split steel works, but several months later refuse the enterprise, without having managed to fulfill investment obligations.

In May, 2008 the CEO of Smart holding (Smart Group manages assets) Oleg Sheyko and the board member of the company Igor Savchenko were discharged of posts. Each of them possessed about 15% of stocks of Smart holding which were taken by Optimabest Management Lt. which is acting for the benefit of Novinsky.

In December, 2008 applies for acquisition of the largest Bulgarian steel plant "Kremikovtsi".

Interesting Facts

Belonging to Novinsky developer Eugene built Troitsky shopping Center near the national sports Olympic complex. Construction of a complex was stopped by the city administration of Kiev under the pretext of claims from the UEFA which doubted an opportunity to ensure sufficient security of fans. As compensation for demolition of a ready part of the building Eugene received in lease for 49 years section of 80.0 hectares in the Goloseevsky district of Kiev.

Celebration of PFK "Sevastopol"

On June 10, 2010 at Nakhimov Square in Sevastopol the national celebration of the city football club which left in the Ukrainian Premier League was held.
