2025: Sentence - 13 years in prison for embezzlement of 2 billion rubles from Rosselkhozbank
On December 26, 2025, in Lipetsk, the Pravoberezhny District Court sentenced Oleg Donskikh, the former head of the department of the Ministry of Agriculture and ex-top manager of Rosagroleasing. The defendant received 13 years in a general regime colony for fraud on an especially large scale and illegal possession of weapons. The amount of theft of the Donskikh exceeded 2.6 billion rubles.
The investigating authorities found that from 2007 to 2011, Donskikh, as part of a criminal group, organized the theft of funds from Rosagroleasing OJSC and Rosselkhozbank OJSC. The scheme consisted in the execution of fictitious leasing agreements through controlled legal entities and obtaining loans allegedly for the development of financial and economic activities of organizations belonging to cybercriminals. The money allocated for these purposes was appropriated by members of the criminal community.
During the investigation, Donskikh found illegally stored firearms - a revolver of the Nagan system, converted into 5.6 mm cartridges. The weapon was found during a search at the place of residence of the defendant.
According to the prosecutor's office, after the implementation of the criminal scheme, Donskikh fled from the investigation and was wanted for more than 12 years. His detention took place in 2024. The criminal case began in the early summer of that year. Donskikh was found guilty of 9 crimes under Part 4 of Art. 159 and Part 1 of Art. 222 of the Criminal Code of the Russian Federation. The convict will have to serve his sentence in a general regime colony.
Initially, the state prosecutor requested a sentence of fourteen years and six months in prison for the defendant, but the court reduced this period to 13 years. The court also fully satisfied the civil claims of the victims for the recovery of damage.[1]
