2022: Detained in the case of the purchase of medical monitors at inflated prices
In June 2022, the deputy head of the Samara Regional Clinical Hospital (OKB) named after V.D. Seredavin Alexei Oshurkov detained in the case of public procurement of medical equipment at inflated prices.
According to the Main Directorate of the Ministry of Internal Affairs for the Samara Region, the case took place in October 2021. Deputy Chief Physician of the Samara Regional Clinical Hospital named after V.D. Seredavina signed a contract with one of the limited liability companies (the name of the company was not disclosed). As part of the contract, the organization provided equipment at a price 55% higher than the average market value.
We are talking about the purchase of 25 monitors. The amount of damage to the medical institution is estimated at 9 million rubles. It is noteworthy that questions about the spending of budget funds from law enforcement agencies arose precisely during the period of the COVID-19 coronavirus pandemic, the publication points out 63.ru.
On June 7, 2022, a criminal case was initiated under Part 3 of Art. 285 of the Criminal Code of the Russian Federation ("Abuse of office"). It is assumed that the equipment supplier may be charged with fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation).
As the publication "Review" writes on June 9, 2022, Alexei Oshurkov was called the protege of the former Minister of Health of the Samara Region Mikhail Ratmanov, at the Seredavin Hospital he oversaw the financial block, including public procurement, as deputy chief physician Sergei Pushkin for economic issues.
In the near future, the issue of choosing a preventive measure for the deputy head of the Seredavin hospital will be resolved, if he begins to cooperate with the preliminary investigation authorities, house arrest is quite possible, the publication says. By June 10, 2022, the investigation continues, according to the Main Directorate of the Ministry of Internal Affairs of Russia for the Samara Region.[1]
