Education

In 2009, he graduated with honors Sechenov Moscow Medical Academy(First Moscow State Medical University named after I.M. Sechenov) with a degree in medical medicine, anesthesiologist-resuscitator, neonatologist, organizer, health care candidate of medical sciences.

In 2016 he defended his thesis for the degree of candidate of medical sciences. Winner of the competition for a scholarship of the President of the Russian Federation for young scientists.

Career

2017-2020

From 2017 to 2020 worked in the Caucasus as part of a group of Russian doctors to provide organizational and methodological assistance, including under the guidance of the chief freelance anesthesiologist-resuscitator Ministry of Health Russia prof. I.V. Molchanova.

In 2020, at the suggestion of Corresponding Member of the Russian Academy of Sciences, D.A. (Rector), he headed the Faculty of Preventive Medicine and Healthcare Organization of the Federal State Budgetary Educational Institution of Higher Education of the Russian Academy of Medical Education of the Ministry of Health of Russia (former Central Institute for Advanced Medical Studies of the Order of Lenin).

2021

In November 2021, Artem Osipov took over as deputy director of the Department of Health of the Vladimir Region. After the resignation of Konstantin Baranov, who headed the department for the entire month, Osipov became the acting head of the regional Department of Health. Baranov left the post in connection with the transition to the post of acting vice-governor for social policy.

2022: Appointment as Head of the Department of Health of the Vladimir Region

On June 20, 2022, Artem Osipov was appointed Director of the Department of Health of the Vladimir Region. The corresponding order was signed by the head of the region, Alexander Avdeev.

Osipov is a full member of the Academic Council of the FSBEI DPO RMANPO of the Ministry of Health of Russia. He was awarded the gratitude of the Minister of Health of the Russian Federation.[1]

2023: Fine for ignoring citizens' appeals

Minister of Health of the Vladimir Region Artem Osipov was brought to administrative responsibility for violating the procedure for considering citizens' appeals. This was announced on September 12, 2023 by the press service of the regional prosecutor's office.

According to the supervisory authority, in May 2023, the Ministry of Health of the Vladimir Region registered a statement by the chairman of the board of the interregional organization "Society for the Protection of Consumer Rights" People's Control "about violations in the regional health care system. The answer was sent, as the prosecutor's office notes, "outside the thirty-day period established by law." It is also noted that some of the applicant's arguments were simply ignored. In violation of the deadlines, the statement of the chairman of SOTSPROF was also considered.

As a result, the deputy prosecutor of the Vladimir region against the Minister of Health of the region initiated an administrative offense case ("the procedure for considering citizens' appeals"). And Artyom Osipov was fined. According to the results of the audit, the submission was also made to the Deputy Governor of the Vladimir Region Konstantin Baranov, who oversees the health sector. The press service of the prosecutor's office clarifies that by September 12, 2023, checks on the timing of consideration of citizens' appeals continue.

The prosecutor's office and other regulators often express claims against regional health authorities. For example, in January 2023, the heads of three departments - in the Novosibirsk, Ryazan regions and Bashkiria - received a presentation or warning from the prosecutor's office, and the head of the Ministry of Health of the Penza region received a disciplinary sanction from the governor. Most often in the regions there were violations in the drug supply system, debts to contractors and attempts to cancel the night duty of doctors in hospitals.[2]
