2026: Sentence - 9 years in a maximum security colony for bribes
On January 21, 2026, Igor Pavlov, former Deputy General Director for Investment Activities of Rosseti Siberia, was sentenced to 9 years in a maximum security colony for receiving a bribe on an especially large scale. The verdict was passed by the Railway District Court of the city of Krasnoyarsk, as reported by the United Press Service of the Courts of the Krasnoyarsk Territory on January 23, 2026.
The court found Igor Pavlov guilty of receiving a bribe for general patronage and assistance in concluding and executing contracts with contractors. In addition to imprisonment, he was fined 4.5 million rubles.
He is also deprived of the right to hold positions related to organizational, administrative and administrative functions in the field of concluding and executing contracts with contractors with state participation for 5 years.
According to the investigation, the crime is related to the execution of the contract between Rosseti Tomsk (part of the Rosseti Siberia group) and one of the commercial organizations. In April 2023, a contract was concluded between them for the construction and commissioning of four electrical substations in the Tomsk region.
Igor Pavlov, using an intermediary, suggested that the head of the contractor transfer 3 million rubles to him. The bribe was intended to accelerate the acceptance of work and guarantee the company's further participation in the competitive procedures of the Rosseti group. During the negotiations, the amount was reduced to 1.5 million rubles.
Receiving money in the amount of 1.5 million rubles occurred on August 21, 2023. Igor Pavlov was detained by employees of the Federal Security Service of Russia immediately after receiving a bribe. The criminal case was initiated on the basis of materials provided by the FSB Directorate for the Tomsk Region.[1][2]
