Biography

Was born on January 20, 1957 in the village of Pisarevka of Unechsky district of the Bryansk region, Russia.

Education

1979 - graduated from Lomonosov Moscow State University in Political economy.

1982 - completed postgraduate studies at economics department of Lomonosov Moscow State University.

Scientific degree

Doctor of Economics. Professor.

Candidate of Physics and Mathematics.^[1] defended the dissertation on "About Distribution of the Whole Points in Lobachevsky's Space"^[1].

Career

1983-1990 - the scientific secretary of department of economy of All-Union academy of agricultural sciences of V.I. Lenin (VASHNIL).

1990-1996 - the leading expert and the deputy director of Agrarian institute of the Russian Academy of Agricultural Sciences.

1996 - till present - the director of the All-Russian institute of agrarian problems and information science (it is created in 1996 based on Agrarian institute).

On February 23, 1983 - on December 30, 1983 - the head of department of economy of the Republican research hmelevodchesky station, the Moscow region.

On January 04, 1984 - on March 04, 1988 - the scientific secretary of Council for social development of the village of All-Union academy of agricultural sciences of V.I. Lenin, Moscow.

On March 05, 1988 - on December 24, 1990 - the scientific secretary of Council for priority problems of social and economic development of HSC of All-Union academy of agricultural sciences of V.I. Lenin, Moscow.

Theory of the agrarian relations and history of an agrarian and economic thought of Russia, krestyanovedeniye and rural development.

Scientific activity

The specialist in the field of rural economics and development of the village. Outputs and the practical recommendations of its scientific works are used in preparation and implementation of a number of legislative and directive documents on reforming of the agrarian and land relations. Participated in project development of the land legislation of the USSR, federal programs of social development of the village, the State program of development of agriculture and regulation of the markets of agricultural products, raw materials and food for 2008-2012. Is one of developers of a number of projects on improvement of regional agrarian policy and regional programs of rural development.
