Biography

Education

In 1992 he graduated from the Radio Engineering Department of the Vladimir Polytechnic Institute with a degree in Electronic Computing Machines, Complexes, Systems and Networks. In 2000 he graduated from the Vladimir branch of the Russian Academy of Public Administration under the President of the Russian Federation with a degree in manager.

Career

In 1994, Petrov was appointed head of the information and computing center of the Vladimir region. In 1996, the information and computer center was reorganized into an information and computer department. In 2006, the information and computer department was reorganized into a committee of informatization, communications and telecommunications.

In April 2014, the Governor of the Vladimir Region Svetlana Orlova dismissed Arkady Petrov from the post of chairman of the committee on informatization, communications and telecommunications of the regional administration with the wording "by agreement of the parties to the service contract."

Regional media note that the resignation of Arkady Petrov was not unexpected: since her appointment as acting governor in early 2013, Orlova has repeatedly publicly criticized the work of the committee and Petrov personally.

One of the first episodes was Svetlana Orlova's dissatisfaction with the way Petrov at a meeting with the heads of municipalities of the Vladimir region in March 2013 reported on the development of the GLONASS system in the Vladimir region .

Another reason was the emerging problems with communication and the Internet in the building of the Administration of the Vladimir region. They also arose at the Veles Hotel, where in March 2014 a meeting of the Council of the Central Federal District was held with the participation of the plenipotentiary and all the governors of the Center of Russia.

In addition, the governor made complaints about the software of the computers of the regional administration and about the general computerization of the leadership of the region. She noted, in particular, that the existing information system does not allow officials to work effectively.
