Biography

Former director of GAU of the Komi Republic "Center of information technologies".

Criminal case

In March, 2015 the Syktyvkar city court recognized the former director of GAU RK "Center of Information Technologies" (GAU RK CIT) guilty of abuse of office and sentenced him to two years of imprisonment conditionally.

According to the court, in 2010 received GAU RK CIT from the regional budget of means on creation of regional infrastructure of the electronic government and automation of state services. As one of contractors the Armada Soft company was attracted to accomplishment of these works.

According to human rights activists, at the end of 2011 Pisarev signed documents on payment of the works performed by Armada Soft, knowing at the same time that a part of works upon was not executed, and a part does not conform to the set requirements. To the budget of the republic the damage for the amount of 10.2 million rubles was caused to these, counted the investigation.

In addition, Sergey Pisarev signed the additional agreement with Aytikhelp company for works on development of an information system and automation of 56 state services. Their number included also the works on 22 state services which are earlier paid and not executed by Armada Soft. As a result the damage for the amount of 9.3 million rubles was caused to the budget of the region.

From criminal case of Pisarev one more "gemmated" - initiated in the relation of the head of Committee of informatization and communication of the Komi Republic Alexander Selyutin. According to the regional BNK news agency, it is accused of fraud: "The investigation believes that 20 million rubles were illegally transferred to Armada Soft and Aytikhelp companies with which GAU RK CIT signed agreements on creation of infrastructure of the electronic government. From them 4.4 million rubles are the amount of damage which was caused to the budget by Selyutin's actions", BNK writes.
