Biography

Popovkin Vladimir Aleksandrovich was born on September 25, 1957 in Dushanbe, Tazhdikistan. To Russia moved at early age together with parents and the younger brother.

After the termination of physical and mathematical school in Tver entered the Military engineering institute it. Mozhaisk in St. Petersburg.

1979 - graduated from Military engineering institute Decorated with the Order of the Red Banner of A.F. Mozhaysky in Leningrad.

1986 - graduated from Military academy of F.E. Dzerzhinsky with honors.

Doctor of Engineering.

1979-2009: Military service

Served at Baikonur Cosmodrome: the engineer of department, the chief of department, the chief of a command on starting complex No. 1 (Gagarinsky start).

1989 - served in Management of the chief of space means of the Ministry of Defence of the USSR.

1991 - served in the Head operational management of the General Staff of the Armed Forces of the Russian Federation: senior operator, chief of group, deputy chief of the direction,

1999 - the chief of the direction of group, the deputy chief of the direction.

2001 - it is appointed the first chief of staff of space troops of the Russian Federation.

2004-2005 - the commander of Space troops of the Russian Federation. Colonel general.

On June 30, 2008 - the chief of arms of the Armed Forces of the Russian Federation - the Deputy Minister of Defence of the Russian Federation.

On February 22, 2009 - the decree of the President of the Russian Federation D.A. Medvedev gives the military rank the general.

On March 30, 2009 - it is transferred from active duty to the reserve and transferred to category of federal public servants with preserving of a position of the chief of arms of the Armed Forces of the Russian Federation - the Deputy Minister of Defence of the Russian Federation.

On April 30, 2010 - the valid state councilor of the Russian Federation 2[1].

2010: The First Deputy Minister of Defence

On June 21, 2010 - by the decree of the President of the Russian Federation No. 767 it is appointed to the position of the First Deputy Minister of Defence of the Russian Federation.

On April 29, 2011 - by the decree of the President of the Russian Federation it is dismissed the First Deputy Minister of Defence of the Russian Federation[2] and by the order of the Government of the Russian Federation it is appointed to the position of the head of Federal Space Agency (Roskosmos)[3].

  • Full member of the Russian academy of astronautics of K.E. Tsiolkovsky.

  • Corresponding member of the Russian academy of rocket and artillery sciences[4].

In March, 2012 Popovkin was urgently brought to neurosurgical department of military hospital of Burdenko in Moscow. Then doctors estimated its condition as moderate severity. Roskosmos explained the reasons of hospitalization of the head of the federal agency with "the physical and emotional pressure caused including frequent official journeys with changes of time zones and violation of a normal rhythm of work". This information was denied, however, by Popovkin when he returned to execution of the duties.

Popovkin directed Roskosmos till October, 2013.

2014: Death

On June 19, 2014 it became known that Vladimir Popovkin died on the 58th year of life. Presumably former head of the federal agency died as a result of a long illness.
