Alexander Valeryevich Popovsky was born on June 12, 1977.

From 1999 to 2001 worked as the supervising foreman of transfer of networks of telecommunication of JSC Kirovelektrosvyaz.

In April, 2001 came to MTS to a position of the director of the branch of the operator in the city of Kirov, from July, 2004 to August, 2007 held a position of the director of the macroregion "Volga region Northwest", and from June, 2007 to August, 2008 South headed the macroregion.
