Pulinets Sergey Nikolaevich

Biography

Sergey Pulinets was born in Krasnodar. In 1996 graduated from Moscow Technical University of Informatics and Communications majoring in "Automatic telecommunication".

In 1991 came to work to the Krasnodar technological management of communication and there passed the way from the electrician of linear constructions to the lead engineer.

In 2005 he headed construction department in "YuTK", and in January, 2006 was appointed the associate director of branch on the general questions of the Volgograd branch of this company. From 2008 to October, 2010 he held a position of the chief of a node of ensuring production of the Volgograd branch.

2010: Transition to work to Rostelecom

From 2010 to 2012 directed the Adygei branch "Rostelecom".

In 2012 headed the Krasnodar branch which is the largest in macroregional branch "Yug" of Rostelecom.

2017

Criminal case

In July, 2017 the October district court of Krasnodar Krai according to the results of consideration of criminal case concerning the director of the Krasnodar branch of Rostelecom ordered to pay to it 20 thousand rubles of a fine for abuse of authority, regional mass media with reference to^[1] report^[2]. The maximum punishment which threatened Sergey Pulinets under this article of the Criminal Code of the Russian Federation makes up to four years of imprisonment.

Charge of abuse of authority to Sergey Pulinets was brought by Management of FSB across Krasnodar Krai in September, 2016. Everything began with the appeal of department of informatization and communication of administration of Krasnodar Krai to Control Accounts Chamber with the requirement to carry out an inspection of actions of Rostelecom during creation of the 112 system. Check revealed violations and the signed dummy acts for the amount 5.2 million rubles. After that concerning Sergey Pulinets criminal case was brought.

Investigation showed that, having signed the illegal act of acceptance of works for December, 2013, Pulinets used the powers contrary to legitimate interests of Rostelecom and did to the company harm. The contractor on this project acted as Envizhngroup, according to case.

The lawyers representing the interests Pulinets referred to Article 25.1 of the Code of Criminal Procedure. It provides the right of court according to the petition of the investigator to dismiss criminal case against the defendant if the last indemnified loss or otherwise smoothed down the harm done by crime. The same article assumes appointment to the defendant of a judicial penalty.

According to court, Pulinets admitted the guilt, regretted deeds, helped the investigation and completely indemnified damage caused to Rostelecom. With respect thereto the court found it possible to apply to the defendant of a measure about the termination of criminal case.

In July the court dismissed criminal case and ordered to pay to the defendant a fine in the amount of 20 thousand rubles. Also recognizance not to leave and discharge Pulinets from a position of the director of the Krasnodar branch of Rostelecom were cancelled. Rostelecom told TAdviser that this employee returned as a result on the place and refrained from further comments. About what project with Envizhngroup there is a speech, the company also did not specify.

Appointment as the director of the Volgograd branch of Rostelecom

In September, 2017 Sergey Pulinets is appointed the director of the Volgograd branch of Rostelecom.
