Valery Pustarnakov was born in the Bashkir city of Salavat in 1955.
In 1978 graduated from faculty of radio engineering of Military space academy of A.F. Mozhaysky, and in 1985 – Military academy of F.E. Dzerzhinsky.
In 1985-1999 served in the scientific organizations of the Ministry of Defence of the Russian Federation and at the enterprises of defense industry complex.
In 1999-2004 directed the Federal state enterprise "Certification Center Zheldorinformzashchita Ministerstva Putey Soobshcheniya of the Russian Federation".
Candidate of Physics and Mathematics, senior research associate.
In 2004 Ministry of Railways was abolished, and in the same year Valery Pustarnakov created and headed Gazinformservice LLC company.
