Biography
Reymer Alexander Aleksandrovich was born on April 6, 1958 in the village of Staritskoye of Belyaevsky district of the Orenburg region.
- In 1974 ended 10 classes and year worked as the mechanic for OHMK. In 1975 was admitted to the Omsk higher school of militia of the Ministry of Internal Affairs of the USSR from which graduated in 1979.
- From 1979 to 1985 served the inspector, the chief inspector of criminal investigation department, the chief of operational search department of Department of Internal Affairs of the Novotroitsk Executive Committee of the City Soviet of People's Deputies of the Orenburg region.
- From 1985 to 1986 - the operative of operational search department, the deputy chief of IVS on operational work of Department of Internal Affairs of the Buzuluk gorrayispolkom of the Orenburg region.
- From 1986 to 1989 the deputy chief, and from 1989 to 1993 the chief of Department of Internal Affairs of the Gaysky gorrayispolkom of the Orenburg region.
- From 1993 to 2001 - headed the Department of Internal Affairs of the city of Orsk of the Orenburg region. In 2001 it is appointed to the position of the first deputy chief of the ATC of the Orenburg region. And in 2004 it is appointed the head of department of internal affairs of the Orenburg region.
- From April, 2006 to 2009 - the chief of Main Department of Internal Affairs of the Samara region.
- In 2007 the Decree of the Russian President gives the rank - the militia lieutenant general.
2009: Appointment of FPS as the director
On August 3, 2009 it is appointed to the position of the Director of the Federal Penitentiary Service (FPS). In January, 2010 the Decree of the Russian President gives the rank - the colonel general of internal service.
2012: Charges of the secretary of sexual harassments
The former secretary Reymera Ekaterina Mishina complained in Investigative Committee of sexual harassments from the chief and illegal wiretap of its phones, Izvestia wrote[1]. As the declarant when she refused to the boss assures, she was dismissed and moved with family from the departmental apartment. The FPS does not comment on a scandal story.
The human rights activist Valery Borshchev considers that scandal in FPS can be not only "the interpersonal conflict" between the chief and the subordinate, but also opposition between clans.
"After Reymer's arrival to FPS there was an intra hardware fight which he strictly stopped" — Borshchev explained to Izvestia.
The chairman of National anti-corruption committee of Russia Kirill Kabanov also believes that behind this history, impartial for the head of the Federal Penitentiary Service, there can be his enemies. It is known that the FPS carried out by summer of 2010 mass departmental cleaning — positions then lost 20 generals and ten employees a rank are lower across all Russia.
"Reymer had enough enemies: he acted strictly, many chiefs lost the posts" — explains to Izvestia of Boars.
The expert considers that this scandal will not affect the fate of the director of FPS — to it will allow to complete the reforms of a prison system begun with it: in Russia sexual scandals in a workplace never before became the reason for resignation of the high-ranking official.
2016: The FPS requires from Reymer and accomplices to return 3 billion rubles.
The Federal Penitentiary Service (FPS) demanded 3 billion rubles as compensation of damage from the former head of department Alexander Reymer and his accomplices (Reymer headed FPS from 2009 to 2012). All of them are accused of fraud when purchasing electronic bracelets, reports the Moscow agency with reference to a source in law enforcement agencies[2].
"the FPS as the injured party demands from defendants nearly 3 billion rub as compensation of damage. In case four persons involved and money they should pay in a solidary order" — the interlocutor of the agency told.
Earlier Vadim Lyalin, the lawyer of one of defendants in the case of Nikolay Martynov, reported to the agency that the defendant intends to court on account of compensation of damage to be calculated including 7 thousand sets of electronic bracelets.
Electronic bracelets were entered in Russia in 2010 after making changes in UK according to which such measure of punishment as restriction of freedom appeared. The bracelet provides execution of this punishment. When the convict tries to leave the dwelling (to go beyond a certain border) — to his curator in law enforcement agencies the notification comes.
According to the investigators, in 2010-2012 defendants stole in the fraudulent way more than 2.7 billion rub which were selected to the Federal Penitentiary Service from the budget for providing department with the systems of electronic control of controlled individuals.
However purchase of these systems was carried out at the prices overstated several times. So, the stationary control device worth 19 thousand rub was bought for 108 thousand rub, and mobile — instead of the same 19 thousand rubles at the price of 128 thousand rubles.
Later as payment of the services for assistance in embezzlement of budget funds Alexander Reymer received more than 140 million rub from the accomplice Nikolay Martynov, and transfer of money happened in his study located in Moscow.
2017: 8 years of imprisonment for fraud, a penalty of 800 thousand rub, deprivation of a rank
The former Director of the Federal Penitentiary Service (FPS) of Russia Alexander Reymer is sentenced to 8 years of imprisonment for fraud in especially large sizes. Reymer will serve sentence in colony, TASS reports. Besides, the former head of FPS should pay a penalty in the amount of 800 thousand rub Also it loses the colonel general's rank which is available for it. The sentence was pronounced by Zamoskvoretsky Court of Moscow on the case of plunder of 1.3 billion rub at commission of purchase of electronic bracelets for FPS in 2010-2012.
Along with Reymer and on the same matter the former deputy director of FPS Nikolay Krivolapov was sentenced to 5 years and 8 months of imprisonment in colony, and the director of Federal State Unitary Enterprise Center of Information and Technical Support and Communication of FPS (Federal State Unitary Enterprise TsITOS) Victor Opredelenov – by 6 years. Besides, Krivolapov and Operedelenov should pay a penalty in the amount of 600 thousand rub and 700 thousand rub respectively. Krivolapov also loses the rank of the major general given to him.
As the judge Elena Averchenko notes, for embezzlement from the federal budget Reymer used the official position, acting at the same time for self-interest reasons. Together with it the former deputy director of FPS Nikolay Krivolapov and the director of Federal State Unitary Enterprise Center of Information and Technical Support and Communication of FPS (Federal State Unitary Enterprise TsITOS) Victor Opredelenov were found guilty of fraud. In addition, Krivolapov was in addition found guilty of illegal purchase and storage of ammunition. Defendants deny the fault.
The investigation found that in 2010-2012 defendants stole means which the FPS received from the budget on purchase of electronic bracelets for supervision of defendants. Purchase of these systems was carried out at the prices overstated several times. So, the stationary control device worth 19 thousand rub was bought for 108 thousand rub, and mobile — instead of the same 19 thousand rubles at the price of 128 thousand rubles Federal State Unitary Enterprise TsITOS acted as the Seller of bracelets, the total amount of the concluded government contracts with it was more than 3.3 billion rubles.
At the same time actually the seller did not locate the capacities necessary for production of these products. At the beginning of 2013 it became clear that the center was only an intermediary in their acquisition at the commercial organizations. The purchased devices were faulty – GLONASS sensors did not work for them.
As a result of Federal State Unitary Enterprise TsITOS received about 2 billion rub from which 1.2 billion rub were stolen in a fraudulent way for the rejected bracelets. A part of these means went for bribery of Reymer helping with plunder. He got a bribe in the amount of more than 140 million rub from the accomplice Nikolay Martynov, and transfer of money happened in Reymer study in Moscow.
2020: Early release
On February 25, 2020 it became known that the Kaliningrad court conditional ahead of schedule released from Alexander Reymer's colony. "The court satisfied Alexander Reymer's petition for parole" — told in the press service of court.
Reymer managed to be released only from the second attempt: in May, 2019 he already submitted the application on UDO, but then was refused to it.
Awards
It is awarded with an Order of Honour, a medal of the Order "For Merit to the Fatherland" of the II degree and another departmental awards. The academic degree of Candidate of Law Sciences is awarded.
