Maxim Rozsypalo, head of the anti-corruption service of the North-West Customs Administration of the FCS of the Russian Federation, in the case of receiving a large bribe (part 6 of article 290 of the Criminal Code of the Russian Federation).
According to TASS, the investigation and the court found that in 2021 he entered into a conspiracy with officials of the North-West Customs Administration of the FCS to systematically receive bribes from a representative of a commercial organization for refusing additional measures to check a legal entity during the customs clearance procedure.
The businessman was obliged to transfer $700 to an FCS employee for each vehicle that transported goods across the EAEU border in the interests of his company. In case of disagreement, Rozsypalo threatened to create various kinds of difficulties in transporting cargo across the border.
As a result, in the summer of 2021, the intermediary received more than 1 million from the entrepreneur rubles for refusing additional measures in terms of customs control when issuing 20 cars, which were subsequently transferred to the acting Head of the Anti-Corruption Service of the North-West Customs Administration as part of operational-search measures carried out by employees FSB Russia and UT MINISTRY OF INTERNAL AFFAIRS UT of Russia in the Central Federal District. During the next transfer of money, the customs officer was detained by officers of the Ministry of Internal Affairs and the FSB.
According to Kommersant, as it turned out during the investigation, Rozsypalo moved to customs after many years of work in the Foreign Intelligence Service (SVR). At the former place of service, he was repeatedly awarded, positively characterized, and also had the status of a veteran of the SVR. However, Rozsypalo's excellent reputation did not prevent the customs authorities, as stated in the materials of the criminal case, from creating a corruption scheme in May 2021, the newspaper notes.[1]
