Biography

2023: Sentence - 6 years in prison and a fine of 6 million rubles for bribes from conscripts

In early October 2023, the Oktyabrsky District Court of Murmansk sentenced the doctor to six years in prison and paid a fine of 6 million rubles for bribes from conscripts. This was reported by the press service of the court.

As the court established, the defendant committed these crimes in the period from 2016 to 2021, receiving bribes on a large and significant scale from persons of draft age, their parents, for performing illegal actions that entail the illegal release of persons of draft age from military service on conscription in the Armed Forces of the Russian Federation.

He was found guilty under Art. 285 of the Criminal Code (abuse of office) and Art. 290 of the Criminal Code (taking a bribe). The court found that the doctor was involved in receiving 15 bribes from conscripts and their parents and in 10 episodes of abuse of his official position.

In accordance with the verdict, the defendant is prohibited from holding certain positions in the civil service and in local governments for four years. Also, in the income of the state, the court recovered 2.9 million rubles from him "against the confiscation of funds received as a result of receiving bribes."

The criminal case was considered in a special order, since the defendant entered into a pre-trial cooperation agreement. The defendant's name is not disclosed in court and only the first letter of his name is called "R." According to the Murmansk media, we are talking about Sergey Ruban.

As noted in court, during the preliminary investigation, the physician concluded a pre-trial cooperation agreement with the prosecutor. The defendant provided investigators with information that contributed to "the identification, investigation of many other crimes and the exposure of the perpetrators." In this regard, the case was considered in a special order. The court believes that the sentence handed down to the doctor "is not too severe."[1]
