According to the Vademec edition, agrees to the declarations published on the website of the Ministry of Health of the Rostov region, main the state dental clinics earned significantly more than the colleagues from other medical institutions and the regional Ministry of Health. For example, Oleg Rudensky's income in 2015 was 4.6 million rubles. It is more, than at the Minister of Health of the Rostov region Tatyana Bykovskaya for the same period (3 million rubles).

2020: 1 year of prison for plunder of state property

On July 31, 2020 the Rostov May Day district court pronounced a sentence to the chief physician of MBUZ "Dental Clinic in Rostov-on-Don" Oleg Rudensky who was accused of plunder of state property.

By court it was established that Rudensky, working in budget medical institution, opened private dental clinic and held the CEO's position in it. Afterwards, according to the investigation, the doctor, "working from mercenary interest and using official position",  inclined four surgeons of city clinic to part-time job in its firm. Besides, he informally prohibited to perform some operations that patients were forced to address in private in city clinic. 

In three years doctors of private stomatology with direct assistance of Rudensky could receive more than 210 dental materials from a warehouse of city clinic, however is paid there were only seven. The amount of damage was 1 million rubles.

As a result the court found Oleg Rudensky guilty of assignment of property using the official position (Part 3 of Article 160 of the Criminal Code of the Russian Federation) and imposed it sentence in the form of one year of standard regime penal colony. The doctor admitted the guilt and in full indemnified loss to the state clinic.^[1]
