2026: Absentee arrest in fraud case

On January 19, 2026, the Leninsky District Court of Yekaterinburg arrested in absentia the former top manager of the Chelyabinsk radio plant Polet Ladmira Sapegin. She is a defendant in a criminal case of large embezzlement and fraud.

According to the courts of the Sverdlovsk region, Sapegina is accused of committing crimes under Part 4 of Art. 160 of the Criminal Code of the Russian Federation (appropriation or embezzlement, that is, theft of someone else's property entrusted to the perpetrator, committed by an organized group or on an especially large scale) and part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by an organized group or on an especially large scale). Such acts are punishable by imprisonment for up to 10 years with a fine of up to 1 million rubles or in the amount of the convict's salary or other income for a period of up to 3 years or without it and with restriction of freedom for up to 2 years or without it.

Details of the criminal case were not disclosed. The accused has been put on the international wanted list. The court chose Sapegina a preventive measure in the form of detention for a period of 2 months from the moment of her detention on the territory of the Russian Federation or from the moment of transfer to the competent authorities of Russia. The accused's defense appealed the decision, but the appellate instance upheld the ruling.

In November 2023, FSB officers in the Chelyabinsk region detained the former general director of the Polet radio plant, Alexander Nesterov, and the former commercial director of the enterprise, Andrei Belimov. A criminal case has been initiated against them on abuse of office in the execution of a state contract: the damage is estimated at more than 100 million rubles. And in July 2025, seven companies from different regions of Russia sent a joint application to the Arbitration Court of the Chelyabinsk Region to declare the Polet radio plant bankrupt: the amount of creditors' claims is 4.5 million rubles.[1]
