Education

Career
2008-2012
From 2008 to 2009 - General Director of LLC MCC ESPO.
From 2010 to June 2012 - Deputy Vice President of PJSC Transneft, then - Vice President. While serving as vice president, Sapsay led projects for the construction of the Eastern Siberia-Pacific Ocean (ESPO) pipeline system, Zapolyarye Purpe, Kuyumba Taishet.
2020
At the end of January 2020, he headed the subsidiary of Transneft - Moskvagiprotrubprovod.
2021: Appointment to the post of Deputy Head of the Moscow Health Department
On February 18, 2021, Moscow Mayor Sergei Sobyanin appointed Alexei Sapsay to the post of deputy head of the capital's health department.
According to the order published on the website of the mayor and government of Moscow, the contract with Sapsay was concluded for five years. At the same time, the duration of his work cannot exceed the term of office of the mayor of Moscow.
Alexey Sapsay's responsibilities will include the construction, overhaul and operation of urban health facilities. He oversaw similar issues at Transneft, where he worked before being employed by the Moscow Department of Health. Previously, Sapsay did not work in the metropolitan health system.
Instead of Sapsay, the head of GEOTECH Seismic Exploration, Sergey Shotsky, was appointed vice president of PJSC Transneft, which oversees design and capital construction.
Alexey Palamarchuk, who previously served as deputy head of the Moscow Department of Health, resigned on February 18, 2021. He left the post of his own free will, according to the corresponding order of Sergei Sobyanin. Palamarchuk has been working in the Moscow Depzdrav since February 2019. He was responsible for the management of construction, overhaul and technical operation of buildings.[1]
